Dehradun Revokes PTCUL Permit Over Road-Cutting Violations

The district administration of Dehradun took decisive action on Tuesday by revoking the road-cutting permit of the Power Transmission Corporation of Uttarakhand Limited (PTCUL). This move effectively prohibits the agency from conducting any further work, following numerous complaints from the public regarding inconvenience and injuries.

Permit Conditions and Violations

The permit had been conditionally granted by the Public Works Department (PWD) in December 2025. It authorized the laying of the Majra-Lalatappad Line-In Line-Out (LILO) underground cable, spanning a total length of 1,996 meters. This project included five road crossings and was scheduled to occur between January 16 and February 15, strictly from 10 pm to 5 am to minimize disruption.

Public Inconvenience and Official Inspection

Officials reported that PTCUL had been laying underground cables near the LIC building, leading to significant public inconvenience and traffic disruption. In response, a quick response team led by SDM Kumkum Joshi conducted an inspection on Monday. The team visited the ISBT Crossing and Saharanpur Road Majra area, where they identified several irregularities.

During the inspection, officials were pulled up for their failure to adhere to the stipulated conditions. PTCUL was immediately instructed to halt all work and restore the dug-up roads to their original state.

Strict Measures and Warnings

SDM Joshi emphasized the severity of the violations, stating, "The agency concerned was carrying out road-cutting work outside the stipulated time and conditions, causing traffic disruption and safety concerns. PTCUL has now been completely banned from conducting any road-cutting work."

In addition to the ban, PWD officials have filed a formal complaint against the executive engineer and the contractor involved. Machinery from the site has been confiscated as part of the enforcement actions.

Officials issued a stern warning, asserting that there will be no compromise on the city's roads, traffic system, or citizen safety. They vowed to continue taking strict action against any individuals or entities found violating the rules.

This incident highlights the administration's commitment to maintaining public order and safety, ensuring that infrastructure projects do not come at the cost of community well-being.
