The Delhi High Court on Sunday evening transferred a judge from the Rohini district court following demands from a lawyers' body. District Judge-4 (Northwest) Rakesh Kumar V has been attached to the Directorate of the Delhi Judicial Academy with immediate effect. Judicial officer Dhiraj Mittal has been transferred from the academy to the Rohini court as his replacement. Registrar-General Arun Bhardwaj issued the transfer orders on Sunday.
Background of the Dispute
Lawyers of the Delhi district courts had raised a demand for the transfer of Judge Kumar after a dispute between him and advocate Rajiv Tehlan, who is the president of the Rohini Court Bar Association. The coordination committee of All-Delhi District Bar Associations had called a strike on Monday in all district courts over this matter.
Coordination Committee's Resolution
On Sunday, the coordination committee issued a circular stating that during an emergent meeting, the committee resolved that the highly objectionable and unbecoming conduct displayed on May 16 by Judge Kumar towards an advocate, who also happens to be the president of the Rohini Court Bar Association, during proceedings, had caused deep resentment and serious concern among all members of the district court bar. The circular also stated that the coordination committee resolved that Judge Kumar should be immediately transferred from the Rohini courts. It demanded that all judicial work be withdrawn from him forthwith, and that an inquiry into his conduct be initiated at the earliest.
Advocate Vijay Bishnoi, the secretary general of the coordination committee, issued the circular on Sunday and requested all its members to extend their full cooperation.
