Dhanbad Proposes Plan for Advocate Parking at Civil Court

The Dhanbad district administration has presented both short-term and long-term proposals to the Jharkhand High Court to address the parking difficulties faced by advocates at the Dhanbad civil court. The proposals were submitted on Thursday before a division bench comprising Chief Justice M S Sonak and Justice Rajesh Shankar.

Meetings Held to Address Parking Issues

The district administration informed the court that meetings were conducted on March 28 and April 21 at the office of the Dhanbad principal district and sessions judge. These meetings were attended by the Dhanbad deputy commissioner, senior superintendent of police, municipal corporation officials, and members of the Dhanbad Bar Association. Advocate Shailesh Kumar Singh, representing the bar association in the high court, also participated.

Short-Term Plan: Road Space Allocation

As a short-term measure, the administration plans to earmark the space on both sides of the road from the civil court to Randhir Verma Chowk in Dhanbad specifically for parking vehicles of advocates. Street vendors currently occupying that area will be relocated to another designated zone, as stated by the counsel for the district administration.

Long-Term Plan: Parking Complex Construction

For a sustainable solution, the administration will identify land for constructing a proper parking complex, potentially including a multilevel facility. Additionally, the administration is exploring the use of land that would become available after the proposed shifting of Dhanbad jail, which could serve as a long-term parking solution.

Background of the PIL

Advocate Shailesh Kumar Singh filed a public interest litigation (PIL) before the Jharkhand High Court on behalf of the Dhanbad Bar Association, highlighting the difficulties faced by advocates due to the absence of a designated parking zone at the district court. The PIL prompted the court to seek a response from the district administration, leading to the current proposals.
