On Tuesday, the agency filed a fifth supplementary chargesheet before the Prevention of Money Laundering Act (PMLA) court in Ranchi, targeting 14 government engineers and officers.

With this latest legal filing, the total number of individuals implicated in this sprawling investigation has now reached 36. The ED's chargesheet specifically names officials from multiple key departments: the Rural Works Department, the Rural Development Special Zone (RDSZ), and the Jharkhand State Rural Road Development Authority (JSRRDA).

Investigators have uncovered what they describe as a deeply entrenched commission and bribery network operating within these government entities. According to the ED's findings, contractors were required to pay a fixed percentage of the total tender value as commission to secure lucrative project allotments.

Hierarchical Distribution of Illicit Funds

The ED's investigation has meticulously traced the flow of these illicit payments through what appears to be a well-organized hierarchical structure. The agency alleges that:

  • 1.35% of the commission was directed to then-minister Alamgir Alam through his personal secretary, Sanjeev Kumar Lal
  • 0.65% to 1% was allocated to the departmental secretary
  • The remaining funds were distributed among chief engineers and their subordinate engineers

This systematic arrangement operated against total tender allotments valued at approximately Rs 3,048 crore, with the total proceeds of crime exceeding Rs 90 crore according to ED calculations.

Comprehensive Investigation Yields Substantial Results

The ED has pursued this case through extensive investigative measures across multiple states. To date, the agency has:

  1. Conducted 52 searches under Section 17 of the PMLA across Jharkhand, Delhi, and Bihar
  2. Arrested nine persons in connection with the case
  3. Issued three provisional attachment orders seizing properties valued at approximately Rs 44 crore
  4. Seized around Rs 38 crore in cash during the course of the investigation

The filing of this fifth supplementary chargesheet represents a significant milestone in the ED's ongoing efforts to dismantle what appears to be a sophisticated corruption network within Jharkhand's rural development infrastructure.
