Enforcement Directorate Launches Multi-City Raids in Connection with Fatal Goa Nightclub Fire
The Directorate of Enforcement (ED) executed coordinated search operations on Friday at eight different locations spanning Goa and Delhi. These actions are directly linked to the devastating Birch by Romeo Lane fire incident that occurred in Arpora, Goa, on December 6, 2025, which resulted in the tragic loss of 25 lives.
Targeted Premises and Legal Framework
The investigative raids specifically targeted the premises owned by Saurabh and Gaurav Luthra, the proprietors of the Birch by Romeo Lane establishment. In a significant legal move, the ED has officially registered an Enforcement Case Information Report (ECIR) and initiated a comprehensive investigation under the stringent provisions of the Prevention of Money Laundering Act (PMLA). This case registration stems from the initial First Information Report (FIR) meticulously filed by the Goa Police in the immediate aftermath of the catastrophic event.
Arrests and Judicial Proceedings in the Case
Concurrent with the ED's financial probe, the Goa Police have been actively pursuing criminal accountability. Law enforcement authorities have made a total of 11 arrests in direct connection with the fire tragedy. The list of those apprehended includes:
- The Luthra brothers, Saurabh and Gaurav
- Their business partner, Ajay Gupta
- Former Arpora-Nagoa sarpanch, Roshan Redkar
- Former Arpora-Nagoa panchayat secretary, Raghuvir Bagkar
Of these 11 individuals, judicial proceedings have seen three being granted bail. Those released on bail include a driver, the gate manager, and the bar manager associated with the venue, highlighting the multi-faceted nature of the police investigation into operational lapses.
International Manhunt and Incident Details
In a bid to widen the investigative net, the Goa Police have escalated the matter to an international level. They have formally approached Interpol through the Central Bureau of Investigation (CBI), specifically requesting the issuance of a blue corner notice against UK national Surinder Kumar Khosla. This notice is sought to locate and gather information about his potential involvement or whereabouts.
The fatal incident unfolded at the popular nightclub around 11:45 PM on December 6, 2025, during a packed event attended by over 150 tourists. A preliminary joint investigation conducted by the police and the Directorate of Fire Services has indicated that the blaze originated when electric firecrackers, used as part of the event's entertainment, struck the venue's wooden ceiling, igniting the catastrophic fire that led to immense loss of life.
