The Nawanshahr police have registered a case against the former chancellor of Lamrin Tech Skills University, located in Rail Majra, for cheating and criminal breach of trust. The action was taken following a complaint filed by Nirmal Singh Rayat, the owner and chancellor of the university.
Background of the Complaint
In his complaint to the police, Rayat alleged that Sandeep Singh Kaura began working with his educational trust in 2007. When a college established by the trust was upgraded to a tech skills university in 2021, Kaura was appointed as a member of the governing body. Subsequently, he was made chairman and chancellor, granting him administrative and financial powers. Rayat accused Kaura of cheating and fraud.
Investigation and Findings
The Nawanshahr Deputy Superintendent of Police (DSP) conducted an investigation into the allegations. The enquiry report revealed that on August 21, 2024, Kaura misused his authority as chancellor to transfer Rs 1.1 crore from the university's accounts to his personal account. The DSP noted that if additional evidence emerges, it would also be taken into consideration.
Police also sought the opinion of the Nawanshahr District Attorney (Legal), who recommended the registration of the case. Consequently, an FIR was filed under Sections 316 (4) and 318 (4) of the Bharatiya Nyaya Sanhita (BNS).
Kaura's Other Roles
According to his personal website, Sandeep Singh Kaura currently serves as an adviser to the National Skill Development Corporation for the Skill India International Mission under the Ministry of Skill Development and Entrepreneurship (MSDE). He has also been an adviser to the Government of Punjab for Skill Development and Technical Education since October 2015.
This development has drawn attention to the governance of private universities and the misuse of financial powers. Further investigations may reveal more details about the alleged fraudulent activities.
