The Goa Human Rights Commission on Wednesday took suo motu cognisance of a news report highlighting protests at the Chimbel panchayat over the non-issuance of income certificates to villagers.
Notices Issued
The commission issued notices to the director of the directorate of panchayats and the secretary of the Chimbel panchayat, directing them to submit their responses by June 2. The commission observed that the news report prima facie raises concerns about the violation of human rights and instructed the parties to appear before the commission in person or through a representative by the same date.
Protest Details
The villagers protested the alleged delays in the issuance of income certificates, which they attribute to the sarpanch not signing and sanctioning the documents. These certificates are essential for availing benefits under the Griha Adhaar scheme and other purposes.
According to the news report, the Chimbel villagers alleged that those who participated in protests opposing the centrally sanctioned projects of Unity Mall and Prashasan Stambh were being deliberately targeted through the delay in certificate issuance.
The commission's intervention underscores the importance of timely delivery of essential documents to citizens, ensuring that bureaucratic delays do not infringe upon fundamental rights.
