Gujarat Universities Barred from Charging SC Students Fees

The Scheduled Caste Welfare Department in Gujarat has issued a stern directive to all universities across the state following numerous complaints that several institutions were compelling Scheduled Caste (SC) students possessing valid freeship cards to pay tuition fees. Under the state government's post-matric scholarship scheme, SC students are eligible to obtain freeship cards from district offices. These cards enable them to secure admission to self-financed colleges without paying fees upfront. The fee amount is later transferred directly into the students' bank accounts through the Direct Benefit Transfer (DBT) mechanism.

Complaints of Non-Compliance

Multiple complaints have surfaced, alleging that some universities and self-financed colleges refused to honor the freeship cards and demanded fees at the time of admission. This practice places a significant financial burden on economically disadvantaged students and undermines the very purpose of the welfare scheme. The department has therefore directed institutions to refrain from collecting any fees from eligible students until the scholarship amount is credited to their accounts. Colleges have also been warned against pressuring students during the admission process or at the start of the academic year.

Measures Against Misuse

Authorities have also raised concerns about the alleged misuse of the scheme. Some institutions are reportedly claiming benefits fraudulently by showing fake admissions or enrolling non-attending students to claim benefits. Universities have been asked to monitor such practices closely and take corrective action. The government has reiterated its intent to ensure that eligible students face no financial barriers to education and that the scheme is implemented transparently across all institutions.

Background of the Scheme

The post-matric scholarship scheme is a key initiative by the Gujarat government to support SC students in pursuing higher education. By providing freeship cards, the scheme aims to remove financial hurdles and promote academic advancement among disadvantaged communities. The DBT mechanism ensures that funds are transferred directly to students, minimizing leakage and delays. However, the recent complaints highlight challenges in implementation that the department is now addressing.

Universities have been instructed to strictly comply with the guidelines and ensure that no eligible student is denied admission or forced to pay fees. The department will conduct regular audits to verify compliance and take disciplinary action against violators. Students who face any issues are encouraged to report to the department or the designated grievance redressal mechanism.
