Haryana Jails to Get Tech-Driven Security with CCTV, Motion Sensors, and Signal Jammers
Security in Haryana's jails is set to undergo a comprehensive technological transformation, with round-the-clock surveillance systems being implemented to create crime-free environments and dismantle gangster networks. A new standard operating procedure (SOP) is currently being finalized to guide this upgrade, which will feature an enhanced security grid with extensive CCTV coverage and motion-sensor technology.
Enhanced Surveillance and Alarm Systems
With the Haryana government and prison administration tightening control over jail operations, any unauthorized movement near prison walls or within restricted zones will now trigger instant alarms. The motion-sensor setup will be launched initially as a pilot program in select jails to assess its performance before wider implementation.
Camera coverage is being significantly expanded to eliminate all blind spots, with all video feeds being routed to a central control room monitored by dedicated teams. This continuous surveillance aims to prevent escapes and monitor inmate activities more effectively.
Signal Blocking to Curb Illegal Communications
To combat extortion calls and gang activity originating from inside prisons, the Kavach system is being rolled out across Haryana's correctional facilities. In the first phase, six high-sensitivity jails—including Bhondsi Jail in Gurgaon—will be equipped with high-capacity jammers and signal-blocking equipment designed to disable mobile phone use within jail premises.
Following clearance from the home ministry, installation work has been fast-tracked to implement these communication barriers as quickly as possible.
Official Statements and Security Layers
"A new SOP is being prepared for security in jails. Every prisoner will be under CCTV camera surveillance. Even more robust security arrangements will be made inside the jails. Up to 80% of prisoners lodged in jails are being presented through video conferencing," stated Haryana DGP (Jail) Alok Mittal.
Escape prevention has been strengthened through a three-layer perimeter system that includes:
- High concrete walls
- Barbed-wire mesh on top
- Continuous patrolling and watchtower surveillance
Security staffing has been increased at Bhondsi and other key jails, with wardens and personnel assigned rotational 24-hour patrol duties to ensure rapid response to any incidents.
Special Measures for High-Risk Inmates
The new SOP introduces tighter handling protocols for high-risk criminals and gangsters. These individuals will be housed in specially designated high-security cells with enhanced CCTV coverage compared to regular barracks. Prisoner movement, internal meetings, and family interactions are being made more controlled and transparent under the new guidelines.
Bhondsi Jail Infrastructure and Population
At Bhondsi jail, court production is being managed through 50 video conferencing units. The facility spans approximately 80 acres and was originally built to accommodate 2,412 inmates. However, it currently holds around 3,000 prisoners, consisting of:
- 2,960 men
- 115 women
- 35 foreign nationals
- 2,585 undertrial inmates
This technological overhaul represents a significant step toward modernizing Haryana's prison security infrastructure and addressing the challenges posed by overcrowding and organized criminal networks operating from within correctional facilities.
