Rupesh Ranjan sought appointment on compassionate grounds following the demise of his father, Rajkumar Ram, who was employed in the labour department. After his initial petition, the high court intervened, ordering the labour department to process his appointment within a six-month timeframe. In compliance with this judicial directive, the principal secretary-cum-labour commissioner issued an order on April 30, 2019, instructing the Ranchi deputy commissioner, who also chairs the Compassionate Appointment Committee, to review and approve Ranjan's case.

Non-Compliance and Legal Consequences

Despite the clear order from the labour commissioner, the Ranchi deputy commissioner failed to act, prompting Ranjan to file a contempt petition with the high court. During the hearing, the court emphasized that the deputy commissioner should have adhered to the instructions of the principal secretary-cum-labour commissioner, noting the latter's superior position and authority. The court has further directed the government to provide details on any disciplinary measures taken against the deputy commissioner for this act of insubordination.
