Karnataka Human Rights Commission Conducts Comprehensive Inspection in Raichur
The Karnataka State Human Rights Commission (KSHRC) carried out a detailed inspection of multiple public facilities in Raichur on Wednesday, uncovering significant issues related to overcrowding, transportation, and inmate welfare. Led by chairperson T Shyam Bhat and member SK Vantigodi, the team's visit aimed to assess living conditions and service standards across key institutions in the district.
Overcrowding and Hygiene Concerns at Girls' Hostel
The inspection commenced at the Dr BR Ambedkar Pre-Matric Girls' Hostel, where commission members engaged directly with students to understand their daily challenges. During the review, the panel identified severe overcrowding, with reports indicating that five to seven students were sharing a single room, far exceeding recommended capacity limits. Chairperson T Shyam Bhat emphasized the urgent need for improved accommodation standards, highlighting concerns about hygiene, the quality of food provided, and the absence of regular health check-ups for the residents. The commission stressed that these conditions violate basic human rights and require immediate intervention from local authorities.
Public Transport Grievances at Central Bus Terminus
At the central bus terminus, passengers voiced frustrations regarding inadequate service on the Raichur–Lingsugur and Raichur–Manvi routes. Complaints centered on irregular bus operations and a lack of non-stop services, which disrupt daily commutes and affect accessibility for residents. The chairperson assured that these issues would be formally addressed with the district administration, pushing for reliable and efficient public transportation to meet community needs.
Prison Conditions and Legal Aid Review
The commission's visit to the district prison included interactions with inmates to evaluate access to legal aid, health services, and basic amenities. The panel inspected women's cells and CCTV surveillance systems, with Assistant Jail Superintendent Anita S Hiremani providing a detailed briefing on current operations. Focus was placed on ensuring humane treatment and adequate facilities for all detainees, aligning with national and international human rights standards.
Police Station Inspections and Child-Friendly Facilities
Further inspections were conducted at the Sadar Bazar police station, where records were reviewed for compliance and transparency. The team also visited the women's police station to assess child-friendly facilities, emphasizing the importance of sensitive handling in cases involving minors. These checks are part of broader efforts to enhance accountability and service delivery within law enforcement agencies.
Official Presence and Next Steps
The inspection was attended by key local officials, including Municipal Committee Secretary Krishna Shavantagera, Tahsildar Suresh Verma, Taluk Panchayat EO Chandrashekar, and Social Welfare Officer Praveen Kumar. Their involvement underscores a collaborative approach to addressing the identified issues. The commission plans to follow up with recommendations and monitor improvements, ensuring that Raichur's public facilities meet required standards for dignity and efficiency.
