Hyderabad Doctor at Center of Alleged Ricin Terror Plot

The Gujarat Anti-Terrorist Squad (ATS) has uncovered what it describes as a potential bio-terror plot involving the lethal chemical agent Ricin, with a Hyderabad-based doctor emerging as the central figure in the investigation.

Three individuals have been arrested in connection with the case, including Dr Ahmed Mohiyuddin Saiyed, 35, from Hyderabad, who allegedly attempted to isolate the deadly toxin from castor beans.

The Arrests and Investigation

On November 8, 2025, the Gujarat ATS made three crucial arrests that potentially averted a significant security threat. The arrested individuals include:

  • Dr Ahmed Mohiyuddin Saiyed, 35, a resident of Hyderabad, Telangana
  • Azad Suleman Sheikh, 20, a tailor from Shamli, Uttar Pradesh
  • Mohammad Suhail Mohammad Saleem Khan, 23, a student from Lakhimpur Kheri, Uttar Pradesh

Following the arrests, investigators conducted extensive searches at Dr Saiyed's Hyderabad residence on Tuesday and Wednesday. The flat, which also served as his "workshop," yielded unidentified chemicals and raw materials that have been sent to forensic laboratories for analysis.

Doctor's Background and Lifestyle

Dr Saiyed's profile presents a complex picture. The general physician completed his MBBS degree in China and operated primarily through online consultations rather than being associated with any hospital or clinic. Interestingly, he was also a business partner in an online food outlet.

Sources describe the 35-year-old as unmarried and living alone in his Hyderabad flat. Family members had reportedly confronted him multiple times about suspicious parcels containing chemicals that he regularly received. He allegedly assured them that he was developing a commercial chemical that would "make them wealthy."

The doctor hails from Khammam district in Telangana and is the youngest of six children in his family.

International Terror Connections

Investigators have revealed disturbing connections between the arrested individuals and international terror networks. According to the Gujarat ATS, Dr Saiyed was allegedly a member of a suspected terror module with his handler, Abu Khadija, associated with Islamic State Khorasan Province (ISKP).

The investigation is drawing parallels with the 2018 Ricin bomb plot in Cologne, Germany, where a radicalized couple had successfully isolated Ricin but were apprehended before they could execute any attack.

Fortunately, in the current case, investigators believe Dr Saiyed had not yet successfully isolated the Ricin toxin from castor beans (Ricinus communis) before his arrest. He also hadn't determined the delivery mechanism for the purported bio-terror attack.

Ongoing Investigation and Future Steps

The Gujarat ATS has indicated that teams will be dispatched to Uttar Pradesh, where the two other suspects originate from, to gather more evidence and understand the full scope of the alleged terror module.

The case highlights growing concerns about the potential use of chemical weapons in terror attacks and the sophisticated methods employed by terror networks to recruit educated professionals.

As the investigation continues, security agencies remain vigilant about similar threats, emphasizing the importance of inter-agency cooperation in preventing such potentially devastating attacks.
