ITBP Protest: FIR Filed Against Two Kanpur Hospitals

Kanpur: Two days after nearly 60 ITBP officers and personnel swarmed the Kanpur Police Commissionerate, alleging that district government medical officials were shielding doctors in a case involving the amputation of the right hand of a fellow jawan's mother, an FIR was finally lodged against two hospitals on Monday.

Police Commissioner Seeks Departmental Inquiry

Following the arrival of a large number of ITBP personnel at the Police Commissionerate office, Commissioner of Police Raghubir Lal has written to the ITBP headquarters and its director general, seeking a departmental and disciplinary inquiry into the matter and urging appropriate action at the concerned level.

Revised Report Confirms Negligence

Lal said the revised inquiry report submitted by the medical team constituted by Chief Medical Officer Dr. Hari Dutt Nemi has been received. He noted that the earlier report was inconclusive and failed to fix responsibility. Consequently, fresh correspondence was made with the medical team, seeking point-wise clarification along with a report specifically determining accountability.

According to the revised report, excessive delay in treatment by Paras Hospital and Krishna Hospital amounted to gross negligence, which ultimately led to the amputation of the victim's hand. Based on the findings, an FIR was registered against both hospitals under Section 125(B) of the Bharatiya Nyaya Sanhita (BNS), pertaining to negligent acts endangering human life or personal safety.

Meeting with ITBP Personnel

According to police officials, the ITBP commandant and medical officer had been invited to the police office for discussions related to the case so that certain crucial aspects of the investigation could be reviewed afresh and examined in detail at the CMO level. However, during the meeting, the ITBP officers arrived with a large contingent, and the deployment of the force outside the CP office created a misleading impression in the media, police added.

Background of the Incident

On May 19, Vikas Singh of ITBP's 32 battalion stationed at Maharajpur created a stir after he reached the CP Office, carrying his mother's amputated hand and alleging gross medical negligence by the private hospital.

Reports said Singh admitted his mother to a private hospital in Tatmill on May 13 for breathing issues. Her hand allegedly turned black during treatment due to infection. She was later shifted to another hospital where doctors amputated the hand on May 17.

Angered by the lack of action, Singh visited the Railbazar police station and the ACP office for two consecutive days. When no steps were taken, the ITBP jawan went to the CP office, carrying his mother's amputated hand. Lal then directed CMO Hari Dutt Nemi to investigate and submit a report.
