Jhansi Police Uncover Major Crop Insurance Fraud Scheme

In a significant crackdown on organized financial crime, Jhansi police have exposed a sophisticated crop insurance scam involving lakhs of rupees through the use of forged land records. Authorities arrested three individuals in two coordinated operations conducted on Thursday, marking a major breakthrough in combating agricultural sector fraud.

Investigation Triggered by MP's Complaint

The fraudulent activities came to light following a detailed investigation initiated by the deputy director of agriculture. This probe was launched in response to a formal complaint filed by Jhansi-Lalitpur MP Anurag Sharma in December 2025. Sharma alleged that someone had fraudulently claimed 'Fasal Bima' compensation using his land details without authorization.

After verifying the allegations as accurate, police authorities registered two separate First Information Reports (FIRs) at Prem Nagar police station and Garotha police station. Initially, the investigation focused on several farmers whose names appeared in compensation reimbursement records. However, further scrutiny revealed these farmers were actually victims who had been deceived by the three main accused.

Arrests Made in Coordinated Operations

Additional Superintendent of Police Areeba Nomaan confirmed the arrests of three individuals connected to the elaborate scam. The arrested accused have been identified as Paras Nayak (26), Bhupendra Singh Rajpoot (29), and Ritik Tiwari alias Ranu (21). All three hail from Jalaun district.

"This represents a significant victory against organized financial fraud targeting government welfare schemes," stated ASP Nomaan during a press briefing. "We are committed to protecting farmers from such predatory schemes that undermine legitimate agricultural support programs."

Sophisticated Modus Operandi Revealed

Investigators uncovered a carefully orchestrated operation where the accused exploited their positions within the insurance system. Paras Nayak and Ritik Tiwari were employed as block coordinator and surveyor respectively for IFFCO Tokio General Insurance Company, which provides insurance coverage to farmers under the Pradhan Mantri Fasal Bima Yojana.

The duo systematically targeted innocent farmers, collecting detailed information about their land records under false pretenses. Using this legitimate data, they created forged documents with altered details and uploaded them to insurance portals to fraudulently claim compensation payments.

Bhupendra Singh Rajpoot, who operated a cybercafé, provided technical assistance in forging and uploading the fraudulent documents to complete the criminal operation.

Substantial Financial Losses Documented

Detailed financial investigations revealed the substantial scale of the fraud. Ritik Tiwari fraudulently claimed approximately Rs 1.64 lakh through the scheme, while Paras Nayak and Bhupendra Singh Rajpoot together embezzled around Rs 10 lakh from the insurance program.

"This case highlights the vulnerability of digital systems to insider manipulation," noted a senior police official involved in the investigation. "We are examining all aspects of the fraud to prevent similar schemes in the future."

The arrests have sent shockwaves through the agricultural insurance sector in the region, with authorities warning farmers to remain vigilant against similar fraudulent schemes. Police have indicated that further investigations are ongoing to determine if additional individuals were involved in the elaborate scam.
