19-Year-Old Maoist Woman Surrenders in Rourkela, Cites Disillusionment and Harassment
In a significant development following an appeal by Odisha's director general of police, Y B Khurania, for Maoists to surrender before the central government's March 31 deadline, a 19-year-old woman rebel turned herself in to Rourkela police on Monday. This surrender highlights the ongoing efforts to combat left-wing extremism in the region.
Background and Recruitment of the Rebel
The surrendered individual, identified as Mongri Hunanga, was a member of the local guerrilla squad affiliated with the CPI(Maoist)'s South Chotanagra division. She originates from Holomuli village, located under the Chotanagra police station in Jharkhand's West Singhbhum district. Police reports indicate that her village is situated within the Saranda Reserve Forest, an area frequently utilized by Maoist cadres for logistical support and supplies.
Through local logistic providers, Hunanga came into contact with a recruiter known as Anmol, also referred to as Sushant. He successfully recruited her, along with several others, into the Maoist ranks. This recruitment process underscores the challenges faced by vulnerable youth in conflict-affected zones.
Circumstances Leading to Surrender
Hunanga, along with two other associates, had been evading authorities since an encounter between security forces and Maoists in the Kumdihi forest on January 21. Rourkela police later managed to trace her location and establish communication. Multiple factors contributed to her decision to surrender:
- Disillusionment with Maoist Ideology: Hunanga expressed a growing dissatisfaction with the principles and actions of the Maoist movement.
- Physical and Mental Harassment: She cited instances of harassment within the group, which took a toll on her well-being.
- Influence of Odisha's Surrender Policy: The state's revised rehabilitation initiatives provided a viable alternative to continued violence.
- Sustained Security Operations: Ongoing pressure from security forces made life in hiding increasingly untenable.
Criminal Involvement and Official Statements
According to police sources, Hunanga was implicated in several criminal activities, including the Banko stone quarry loot and a railway IED blast. She operated as part of Anmol's team, highlighting her active role in Maoist operations. Brijesh Kumar Rai, the Deputy Inspector General (DIG) of the western range, commented on the surrender, stating that it reflects the effectiveness of continuous security pressure and rehabilitation efforts.
Rai elaborated, "Under the Odisha government's revised surrender and rehabilitation policy, Hunanga will be eligible for financial assistance of Rs 2.65 lakh, along with other benefits designed to support her reintegration into mainstream society." This policy aims to provide former rebels with the resources needed for a fresh start.
Appeal for Further Surrenders
Rourkela Superintendent of Police Nitesh Wadhwani seized the opportunity to urge other Maoists to abandon violence and embrace the mainstream. He assured that the administration is committed to ensuring their rehabilitation, emphasizing the state's dedication to peace and stability in the region. This call aligns with broader national and state strategies to address left-wing extremism through a combination of security measures and socio-economic incentives.
