The complainant, a native of Attingal and owner of a truck used for transporting soil, had approached the mining and geology office after experiencing delays in obtaining the transit pass. The application for the pass had been submitted by a property owner from Chirayinkeezhu, who planned to remove soil from his land for construction purposes.
During a visit to the office, Jose allegedly approached the complainant and offered to speed up the processing of the pass in exchange for a bribe of Rs 50,000. He reportedly explained that Rs 40,000 of this amount was intended for other officials, while Rs 10,000 was for himself.

Vigilance officials detailed that on February 23, Jose contacted the complainant over the phone and instructed him to collect the bribe amount from the property owner and transfer it to him.
