In a significant law enforcement operation, Nagpur police have arrested eighteen adults for allegedly exploiting and pushing fourteen minors into various criminal activities. The crackdown spans across six police stations in south and east Nagpur, where eleven separate crimes involving minors have been registered so far this year.

Pattern of Criminal Exploitation Revealed

According to official details shared by the office of DCP (zone 4) Rashmitha Rao, the offences where minors were allegedly exploited include two cases of vehicle theft, two cases of causing injury, two cases of sexual harassment of children, one riot case, along with burglaries and other criminal activities. The police stations reporting these cases include Nandanvan and Hudkeshwar with three cases each, Beltarodi with two cases, and Ajni, Sakkardara, and Imamwada with one case each.

Stringent Legal Provisions Invoked

Authorities have begun invoking stringent provisions of the Bharatiya Nyaya Sanhita (BNS) against the accused adults who utilized minors in these offences. The additional charges under BNS section 95 have been applied in all these cases. This specific provision targets adults who hire, employ, or engage any child below eighteen years to commit an offence.

The legal mandate is particularly severe:

  • Minimum imprisonment of three years
  • Potential extension up to ten years
  • Additional financial penalties

The provision explicitly states that if the underlying offence is committed, the adult faces punishment as if they committed it themselves. "There is no provision for lesser sentence, making it a powerful deterrent," emphasized a police official involved in the cases.

Breaking the Cycle of Exploitation

Senior police officials have clarified that this move aims to break the established cycle where adult criminals exploit vulnerable minors to evade stricter legal scrutiny. Under the Juvenile Justice Act, juveniles often receive more lenient handling, creating an incentive for adult criminals to use minors as proxies.

"The new law under BNS comes down hard on such exploitation," stated DCP Rashmitha Rao, highlighting the shift in legal approach toward holding adult instigators fully accountable for crimes committed through minors.

Preventive Measures and Parental Responsibility

Beyond punitive action against adults directly involved in exploiting minors, authorities are implementing preventive measures targeting the parents or guardians of the minors involved. Under Section 136 (C) of the Bharatiya Nagarik Suraksha Sanhita, bonds are being obtained from those standing surety—typically parents—to ensure good behavior and proper control over the minors.

"This provision places responsibility on adults to prevent minors from coming into conflict with the law," explained an official, noting the dual approach of punishing exploiters while compelling guardians to exercise greater supervision.

Police officials believe this comprehensive initiative will significantly reduce juvenile delinquency by targeting what they identify as the root cause: adult masterminds who systematically push minors into criminal activities. The cases uncovered involve minors being used for vehicle thefts, burglaries, riots, and even sexual harassment cases—all allegedly orchestrated by adults seeking to avoid direct legal consequences.
