Navi Mumbai Deputy Municipal Commissioner Arrested in Bribery Sting Operation

In a significant anti-corruption operation, the Navi Mumbai Anti-Corruption Bureau (ACB) team arrested Dr Kailas Gaikwad, the 53-year-old Deputy Municipal Commissioner (Anti-encroachment department) of the Navi Mumbai Municipal Corporation (NMMC), on Tuesday. The arrest occurred at his office in the civic headquarters, where he was allegedly caught red-handed accepting a bribe of Rs 42,000 from a sub-contractor. Following his apprehension, Dr Gaikwad has been remanded in police custody of the ACB until April 24, as part of the ongoing investigation into the corruption charges.

Automatic Suspension Under Government Rules

NMMC Commissioner Kailas Shinde confirmed that Dr Gaikwad has been suspended from his duties in accordance with government regulations. Commissioner Shinde stated, "A government servant is automatically deemed to have been placed under suspension if he or she is remanded into police custody for more than 48 hours. Hence, Deputy Municipal Commissioner Kailas Gaikwad has been suspended as per the established government rules." This suspension underscores the zero-tolerance policy towards corruption within the municipal administration.

ACB Conducts House Search and Seizes Assets

Dharmaraj Sonake, Deputy Superintendent of Police of the Navi Mumbai ACB, provided details of the post-arrest actions. After obtaining police custody remand for the accused, the ACB conducted a thorough search of Dr Gaikwad's residence to investigate whether he had accumulated wealth disproportionate to his legitimate sources of income during his tenure as a government official. From his rental apartment in Nerul, authorities seized 388 grams of gold ornaments and Rs 1.48 lakh in cash. Additionally, two flats—a 2BHK and a one-room kitchen unit in Nerul—are jointly registered in the names of Dr Gaikwad and his spouse. At their ownership flat, Dr Gaikwad's mother and brother currently reside, adding complexity to the asset investigation.

History of Suspensions in NMMC Under Former Commissioner

This incident is not isolated within the NMMC's history. During the tenure of former NMMC Commissioner Tukaram Mundhe, which spanned from May 2016 to March 2017, at least ten NMMC officials were suspended for dereliction of duty and allegations of corruption. Dr Kailas Gaikwad, who was then serving as an Assistant Municipal Commissioner, was among those suspended following an inquiry into the anti-encroachment and transparency drive. This pattern highlights ongoing challenges in maintaining integrity within the municipal corporation, with Dr Gaikwad's current arrest marking a recurrence of disciplinary issues.
