NIA files supplementary chargesheet against Hafiz Saeed

The National Investigation Agency (NIA) on Monday filed charges against Pakistan-based terrorist and Lashkar-e-Taiba (LeT) chief Hafiz Saeed in connection with the deadly Pahalgam terror attack in Jammu and Kashmir. The supplementary chargesheet was submitted before the NIA special court in Jammu, naming Saeed in his individual capacity and as the head of the banned LeT and its proxy organization, The Resistance Front (TRF).

Legal provisions invoked

The chargesheet includes sections of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act, 1967. The NIA also invoked penal provisions for waging war against India and hatching a conspiracy from across the border. The document details Pakistan's role in the attack, supported by evidence from scientific investigation and on-ground examination.

Background of the case

The attack occurred on April 22, 2025, in Pahalgam, resulting in the deaths of 25 tourists and one local civilian. An FIR was initially registered at Pahalgam police station, and the case was later transferred to the NIA by the Union Ministry of Home Affairs. The original chargesheet, filed on December 15, 2025, named Pakistani handler Sajid Jatt, three terrorists killed in Operation Mahadev, and two arrested accused. It also charged LeT/TRF as an entity for planning and executing the attack.

The NIA continues to probe the case to uncover the full conspiracy orchestrated by Pakistan, which has been actively sponsoring terrorism in India, according to the agency. The supplementary chargesheet builds on the earlier 1,597-page document, providing further details of Saeed's involvement and supporting evidence.
