The National Investigation Agency (NIA) on Monday filed a supplementary chargesheet against Lashkar-e-Toiba (LeT) founder and chief Hafiz Saeed in connection with the Pahalgam terror attack case. The chargesheet, submitted before the NIA Special Court in Jammu, accuses Saeed in his individual capacity and as the head of the banned LeT and its proxy organization, The Resistance Front (TRF).
Charges under BNS and UAPA
Hafiz Saeed has been charged under various provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act, 1967. The NIA invoked sections relating to waging war against India and hatching a cross-border conspiracy. The supplementary chargesheet builds on the original 1,597-page chargesheet filed earlier, providing details of Pakistan's conspiracy, Saeed's role, and evidence gathered through scientific investigation and on-ground examination.
Global terrorist designation
Saeed has been designated a global terrorist by the United Nations Security Council, India, and the United States due to his global operations. To fund terror activities and evade international bans, he established charity fronts such as Jamaat-ud-Dawa (JuD) and the Falah-e-Insaniyat Foundation (FIF), which were used to radicalize individuals and channel millions of dollars into terror financing.
Previous chargesheets and the attack
In an earlier chargesheet filed on December 15, 2025, the NIA had charged Pakistani handler Sajid Jatt, three terrorists killed in Operation Mahadev in July 2025, and two arrested accused. The proscribed LeT/TRF was also chargesheeted as a legal entity for planning, facilitating, and executing the attack. The Pahalgam attack on April 22, 2025, involved religion-based targeted killings by Pakistan-sponsored terrorists, resulting in the deaths of 25 tourists and one local civilian.
Investigation and legal proceedings
An FIR was initially registered at Pahalgam Police Station in Anantnag district. After preliminary investigation by Jammu and Kashmir Police, the case was transferred to the NIA by the Ministry of Home Affairs. The NIA continues to investigate the larger conspiracy hatched from Pakistan, which it says has been actively sponsoring terrorism on Indian soil.
