Nine Senior Maoist Guerrillas Surrender in Maharashtra, Delivering Major Blow to Insurgency
In a significant development for regional security, nine senior Maoist guerrillas crossed the Indravati river from Chhattisgarh into Maharashtra and surrendered before Gadchiroli police and the Central Reserve Police Force (CRPF) on Tuesday. This event marks a major setback for insurgent activity in the Dandakaranya region, particularly impacting the once severely affected Gadchiroli district and its adjoining border areas.
Surrender Aligns with National Policy Deadline
The surrender occurred on the final day of the March 31 deadline announced under the national policy by Union Home Minister Amit Shah. The cadres had traveled from the Bijapur region in Chhattisgarh, moving through the dense forests of Indravati National Park before entering Maharashtra in a coordinated operation where they ultimately laid down their arms.
Police authorities have attributed this positive development to sustained anti-Maoist operations combined with the attractive rehabilitation packages offered by both the central government and the Maharashtra state government. These initiatives have created a compelling environment for insurgents to reconsider their allegiance and choose a path toward reintegration.
Profile of the Surrendered Cadres and Recovered Arsenal
The group of surrendered individuals included three area committee-level guerrillas and six other members, all classified as hardcore cadres. Collectively, they carried a combined bounty of Rs 30 lakh declared by the Maharashtra government. Among them were two women—Shanti Wadde and Sukki Kunjam—who surrendered with an AK-47 rifle and 30 live cartridges. Wadde, who carried a Rs 6 lakh reward, had served as an area committee member in the Indravati local organisational squad of the Maoists.
Acting on intelligence provided by these surrendered cadres, joint teams comprising Gadchiroli police and CRPF personnel conducted a recovery operation in the Kummar forest area near the Maharashtra-Chhattisgarh border, under the jurisdiction of the Kawande police station. The recovered items included:
- An AK-47 rifle
- Three magazines
- 57 live rounds
- Three walkie-talkies
- Four batteries
- 20 pen drives
Subsequent coordinated operations with Chhattisgarh Police led to further recoveries from the Gundapur area of Indravati National Park. These additional seizures included:
- Two 7.62 SLR rifles
- A single-shot weapon
- 50 detonators
Context and Broader Impact on Insurgency
This surrender follows a similar move by seven Maoist cadres over the previous five days, bringing the recent total to 16 individuals linked to this specific intelligence input. Since the beginning of 2025, a total of 132 armed Maoists have surrendered before Gadchiroli Police and CRPF. The cumulative number since the state's rehabilitation policy was introduced in 2005 has now reached an impressive 805 surrenders.
Senior officials have noted a remarkable shift in Maoist activity, which was once spread across all 10 sub-divisions of Gadchiroli district. Today, it is largely confined to the border pockets of the Bhamragarh sub-division, indicating a significant reduction in their operational reach and influence.
Security agencies have described this surrender as particularly significant because the cadres were part of inter-state Maoist groups operating from Indravati National Park—a long-standing stronghold for guerrilla activity. A senior official emphasized, "The timing highlights the effectiveness of the government's dual approach of sustained security pressure and rehabilitation incentives."
Rehabilitation and Future Prospects
Following thorough verification procedures, the surrendered cadres will receive comprehensive rehabilitation support. This includes financial assistance, skill training programs, and necessary security cover. Specifically, seven members will receive Rs 4.5 lakh each, while the two women will get Rs 5.5 lakh and Rs 5.25 lakh, respectively. Additionally, the group will receive a collective reward of Rs 4 lakh.
Police sources have added that with 166 hardcore Maoists surrendering since 2022, the insurgency in Gadchiroli is now nearing its conclusive end. This trend underscores the success of combined efforts in dismantling insurgent networks and promoting peace and stability in the region.
