Nagpur Municipal Corporation Initiates Criminal Action Against School Headmistress Over Census Duty Non-Compliance
The Nagpur Municipal Corporation (NMC) has taken a firm legal stance by initiating the filing of a First Information Report (FIR) against the headmistress of a CBSE-affiliated school in the Bhandewadi area of Pardi. The action stems from the school administration's alleged persistent refusal to cooperate with mandatory Census 2026-27 duty assignments, despite receiving multiple official directives since February this year.
Legal Framework and Official Communication
In a formal communication dispatched to the Bhandewadi police station, civic authorities have explicitly requested the registration of a criminal case against the headmistress. The proposed charges fall under the stringent provisions of the Census Act of 1948, coupled with Section 187 of the Indian Penal Code (IPC), which deals with omission to assist a public servant when bound by law to do so.
The core of the allegation lies in the school's failure to submit a comprehensive list of its teaching staff and other employees for potential appointment as enumerators and supervisors for the upcoming national census. Officials confirmed that repeated directives were issued starting in February, followed by a formal reminder in April, all of which were allegedly ignored by the school administration.
Official Stance on National Obligation
Municipal officials have emphasized that participation in census-related duties is not merely an administrative task but a fundamental national obligation. They assert that refusal to comply constitutes a serious dereliction of this civic duty. The decision to pursue legal action was reportedly taken only after exhausting all administrative channels and following due process.
"Strict action is imperative to ensure the timely and unimpeded execution of the census," stated a senior NMC official. "This exercise is critically important for accurate urban planning and the effective delivery of various central and state welfare schemes to the citizens."
To formalize the legal proceedings, Kamlakar Rajurkar, a junior engineer from the NMC's Lakadganj zone, has been officially authorized to pursue the filing of the FIR with the police authorities.
NMC Ramps Up Preparations for Census 2026-27
Concurrent with this disciplinary action, the Nagpur Municipal Corporation is intensifying its city-wide preparations for the mammoth Census 2026-27 exercise. The civic body has deployed a substantial workforce, consisting of 4,500 enumerators and 700 supervisors, to undertake the data collection drive.
Training and Operational Logistics
Each enumerator has been assigned the responsibility of surveying approximately 800 citizens. To ensure efficiency and accuracy, a comprehensive field training program is scheduled to commence from April 8.
Municipal Commissioner and Chief Census Officer for Nagpur, Vipin Itankar, chaired a review meeting on Tuesday, directing all officials involved to ensure the exercise is conducted with utmost accuracy, transparency, and within the stipulated timeframe. He stressed the pivotal role of census data in foundational welfare and development planning.
The training framework involves a total of 91 personnel. This includes:
- 60 field trainers who are currently undergoing an intensive three-day training session.
- 31 additional personnel who will commence their training from April 9.
Officials have been instructed to leverage digital tools effectively to streamline data collection processes and to promptly address any logistical or operational challenges encountered at the field level. This robust preparation underscores the administration's commitment to executing a seamless and successful national census.
