Jagjit Singh Randhawa, a Non-Resident Indian, has accused the Amritsar Improvement Trust of undue delays and questionable charges in obtaining permission to construct on his own property in the 97-acre Ranjit Avenue scheme. He claimed to have been visiting the trust office daily for two months to secure a No Objection Certificate (NOC), but approval remains pending, forcing him to return abroad.
Allegations of Duplicate Fees and Lack of Infrastructure
Randhawa alleged that officials demanded a Non-Construction Fee (NCF) despite his having already paid Rs 2.65 lakh under the same head at the time of registration in 2024. He also stated that the area lacks basic amenities such as electricity and street lighting, with the plot surrounded by filth and an incomplete boundary wall adjoining Kiran Colony that authorities had promised.
“How can authorities penalise plot holders for not constructing when they themselves have failed to provide basic amenities?” Randhawa questioned.
Administrative Coordination Issues
While officials claimed the file had been sent to the head office for approval, Randhawa asserted that the head office had already cleared the relevant resolution, pointing to a lack of coordination between different administrative levels.
