Rajasthan Human Rights Commission Mandates Strict IPL Match Protocols in Jaipur
The Rajasthan State Human Rights Commission (RHRC) has taken a proactive stance by issuing a detailed set of directives in preparation for the upcoming Indian Premier League (IPL) cricket matches scheduled to be held in Jaipur. On Monday, the commission ordered stringent measures to address critical issues such as ticket pricing, crowd management, and spectator facilities, aiming to uphold the rights and dignity of all attendees.
Crackdown on Ticket Black Marketing and Fair Access
In response to past complaints, the commission has expressed serious concerns over the rampant black marketing of tickets, which often deprives genuine fans of fair access. To combat this, authorities have been instructed to ensure that tickets are sold strictly at regulated prices. The RHRC has issued a stern warning, threatening strict legal action against any individuals or entities found engaging in malpractices related to ticket sales.
Justice GR Moolchandani, the chairperson of the commission, emphasized the importance of sports in human development, health, and recreation. He highlighted that with large crowds expected during the IPL matches, coordinated and robust arrangements are absolutely essential to prevent any disruptions or unfair practices.
Enhanced Spectator Welfare and Safety Measures
The commission has mandated comprehensive welfare provisions for all spectators, with special attention to vulnerable groups. Organizers are required to make separate and proper arrangements for women, children, senior citizens, and Divyang persons (persons with disabilities) to ensure their comfort and safety.
Key amenities that must be provided inside the stadium include:
- Clean drinking water stations
- Adequate and hygienic toilet facilities
- Shaded waiting areas to protect from the sun
- Proper and safe seating arrangements
- Emergency medical services with trained personnel
Comprehensive Crowd Control and Emergency Preparedness
To manage the anticipated large gatherings effectively, the RHRC has called for a detailed plan covering multiple aspects of crowd control and safety. This includes:
- Traffic regulation and efficient parking management systems
- Clear emergency evacuation routes and procedures
- Functional fire safety systems and equipment
- Adequate police deployment to maintain law and order
Officials from various departments, including the police, municipal bodies, health department, sports authorities, and district administration, have been directed to work in close coordination. This collaborative effort is crucial for the smooth conduct of the matches and to prevent any untoward incidents.
Deadline for Compliance and Reporting
The commission has set a firm deadline of April 9 for all concerned stakeholders to submit detailed compliance reports. These reports must outline the specific strategies and measures implemented in response to the directives. The Rajasthan Cricket Association, along with the sports ministry and other relevant parties, are required to demonstrate their adherence to the guidelines.
