Ranchi Administration Launches Crackdown on Banquet Hall Noise Pollution

The Ranchi district administration has launched a targeted drive against banquet halls in the city that are allegedly violating prescribed sound limits during nighttime celebrations. This initiative comes in response to numerous complaints from residents about excessive noise disrupting their peace and quiet.

Inspection Drive Conducted in Ratu Area

A coordinated team comprising district officials, local police personnel, and representatives from the Jharkhand State Pollution Control Board conducted an inspection drive targeting banquet halls in Ranchi's Ratu area on Sunday. The action was prompted by specific complaints from residents regarding loud music and DJ systems being played in the neighborhood, causing significant disturbance to the community.

The team focused their inspection on three banquet halls in Ratu following complaints about DJ music usage and noise pollution violations. Kumar Rajat, the Sub-divisional Officer (SDO) of Sadar who led the drive, explained that the administration received multiple complaints about sound limit violations occurring during night hours.

Findings from the Inspection

"We conducted the inspection after 10 pm based on the complaints received," stated SDO Kumar Rajat. "Out of the five halls we inspected, no program was ongoing at two banquet halls. Although a program was underway at another banquet hall, our team did not detect any noise pollution during the drive."

Rajat emphasized that while no violations were found during this particular inspection, the administration remains vigilant and committed to addressing noise pollution concerns in residential areas.

Intensified Enforcement Planned

The SDO further announced that the administration plans to intensify its drive against banquet halls flouting sound norms in the coming days. "If we receive complaints, we will carry out additional drives. If anyone is found violating the sound limits, strict action will be taken against the banquet hall owners," he warned.

All banquet hall owners and managers have been clearly instructed to comply with existing regulations. "They have been directed not to use DJ music or high-decibel music after 10 pm and to ensure strict compliance with both the Jharkhand High Court directives and the noise pollution regulations established by the pollution control board," Rajat added.

Wedding Season Preparations

With the wedding season approaching from April, the administration plans to intensify enforcement efforts to ensure safe and peaceful living conditions for residents. The increased scrutiny aims to prevent noise pollution during what is typically a peak period for banquet hall bookings and celebrations.

Legal Background and Court Directives

The Jharkhand High Court has been actively involved in addressing noise pollution concerns in Ranchi. In September 2023, the court directed the Ranchi administration to ban loudspeakers and DJ music after 10 pm throughout the city. This directive builds upon earlier court interventions, including a 2019 order that asked the district administration to establish a task force specifically to deal with violations of noise pollution norms.

The court has consistently maintained that loudspeakers and DJ systems should be prohibited from 10 pm to 6 am in the state capital, creating a clear legal framework for noise control during nighttime hours.
