In a significant counter-terrorism operation hours before the deadly explosion near Delhi's Red Fort, Jammu and Kashmir Police announced the busting of an inter-state and transnational terror module with links to banned organizations Jaish-e-Mohammad (JeM) and Ansar Ghazwat-ul-Hind (AGH). The operation led to the arrest of seven individuals, including two medical doctors, all aged between 22 and 30 years.
The coordinated raids conducted on Monday, November 12, 2025, yielded massive quantities of explosive materials totaling 2,900 kg of IED-making components. The arrests came just hours before a car explosion near the historic Red Fort claimed nine lives, though authorities haven't officially connected the two incidents.
The Seven Arrested Individuals
Police sources confirmed that none of the seven arrested individuals had previous terror-related cases against them, indicating a fresh recruitment pattern. The module allegedly used encrypted communication channels for indoctrination, coordination, fund movement, and logistics management.
Dr Muzammil Ahmad Ganai: The First Arrest
Dr Muzammil Ahmad Ganai, a resident of Koil in Pulwama, became the first arrest in this case. The medical professional was teaching at Al Falah Hospital in Faridabad when authorities apprehended him from his rented accommodation in Dhauj village. Police recovered a staggering 358 kg of explosives from his residence. Interestingly, Ganai shares his village origins with the primary blast suspect, Dr Umar Nabi, and also operates under the alias Musaib.
Dr Adeel Majeed Rather: The Medical Graduate
Dr Adeel Rather, hailing from Anantnag district in Jammu and Kashmir, was arrested in Uttar Pradesh's Saharanpur following Ganai's interrogation. The 2018 MBBS graduate from Government Medical College, Srinagar, had completed his MD in General Medicine in 2022. He served as a senior resident at GMC Anantnag from October 2022 until October 2024.
The Radicalization Network
Molvi Irfan Ahmad, identified as a cleric and imam of a masjid in Shopian, is believed to be the radicalization mastermind within the module. According to police sources, Ahmad played a crucial role in indoctrinating other members of the terror network.
Arif Nisar Dar, a resident of Nowgam in Srinagar, maintained contacts with both Irfan Ahmad and Muzamil Ganai, serving as a connective node within the organization.
Yasir-ul-Ashraf, who also goes by the name Sahil, operates a business from his uncle's shop in Nowgam. He shares residential locality with Dar and was actively involved in the module's operations.
Maqsood Ahmad Dar, another Nowgam resident working as an accountant at a local iron and steel shop, participated under the alias Shahid. His financial background potentially facilitated the module's fund management.
Zameer Ahmad Ahanger, an unemployed resident of Wakura in Ganderbal, completes the list of arrested individuals. Known locally as Mutlasha, Ahanger's lack of employment might have made him vulnerable to radical influences.
Operational Methods and Recoveries
Investigations reveal that the terror module raised funds through professional and academic networks, cleverly disguising their activities as social and charitable initiatives. The accused were actively involved in identifying potential recruits for radicalization, arranging logistics, procuring arms and ammunition, and gathering materials for IED preparation.
During the coordinated raids, security forces recovered substantial quantities of IED-making materials including explosives, chemicals, reagents, inflammable substances, electronic circuits, batteries, wires, remote controls, timers, and metal sheets from multiple locations.
The police statement emphasized that the module maintained transnational connections while operating across state boundaries, representing a sophisticated terror network that leveraged modern communication technologies and professional cover to evade detection.
This major counter-terrorism operation highlights the evolving nature of security threats in the region and the sophisticated methods employed by terror networks to recruit educated professionals into their ranks.
