The retired officer, who served with distinction in the Army's Intelligence Corps for 32 years before retiring in 2010, was walking near Johri on Mussoorie Road when the fatal shooting occurred.

Nightclub Dispute Escalates into Violent Confrontation

According to Dehradun Senior Superintendent of Police Parmendra Dobhal, the chain of events began on Sunday night at Gen-Z nightclub in the Kuthal Gate area. A group of young patrons became embroiled in a heated argument with bar staff over billing discrepancies. The situation deteriorated rapidly when, during the altercation, bar employees allegedly smashed the rear window of the group's Mahindra Scorpio-N vehicle parked outside.

Although bystanders intervened and the matter appeared temporarily resolved, the aggrieved youths departed the scene after issuing threats to the bar staff. This confrontation would set in motion a series of events with deadly consequences.

Morning Chase Leads to Fatal Exchange of Fire

The conflict reignited on Monday morning when the two groups encountered each other again near Kuthal Gate. Bar employees were traveling in a Toyota Fortuner when they were spotted by the occupants of the Mahindra Scorpio. What followed was a dangerous high-speed chase toward Johri on Mussoorie Road.

During this pursuit, multiple shots were fired between the vehicles, creating a dangerous exchange of gunfire on a public roadway. The chase concluded when the Fortuner lost control and crashed into a tree near a primary school. Occupants of the Scorpio then allegedly assaulted those inside the damaged Fortuner with rods and sticks before fleeing the scene.

Eyewitness Accounts of the Tragic Shooting

Brigadier Joshi was walking with his neighbor S.P. Sharma, 60, and his brother-in-law Rakesh Upreti when the incident unfolded. Sharma provided a chilling account to reporters: "We had stepped out at 6:30 AM when we saw two speeding SUVs approaching from the opposite direction. We moved to the extreme left of the road for safety. As the vehicles came closer, we heard a gunshot and Joshi collapsed."

Initially believing the retired officer had suffered a medical emergency due to his history of bypass surgery with stent implantation, the companions soon discovered the grim reality. "When we lifted his sweater, we saw blood on the right side of his chest and realized he had been shot," Sharma recounted. "The whole episode happened within about 10 minutes of our stepping out for the walk."

Another resident, Adesh Rathore, witnessed the aftermath: "Locals saw a white Fortuner with Delhi registration stop after hitting a roadside tree. A black Scorpio chasing it stopped nearby and its occupants pulled out the men from the Fortuner and assaulted them."

Police Investigation and Arrests

Following a complaint filed by Brigadier Joshi's relatives, police registered a murder case under Section 103 of the Bharatiya Nyaya Sanhita (BNS) and the Arms Act. An intensive investigation was launched immediately.

Dehradun SSP Parmendra Dobhal explained the investigative approach: "Multiple teams were formed, checkpoints were set up across the district, and CCTV footage was extensively scanned to identify the accused." During initial questioning, two bar employees attempted to mislead investigators by claiming the incident resulted from road rage, but thorough interrogation revealed the truth about the earlier nightclub dispute.

Police have made significant progress in the case, arresting four individuals so far:

  • Mohammad Akhlaq and Rohit Kumar, from whom police recovered two country-made pistols along with ammunition from nearby bushes
  • Sandeep Kumar, the Delhi-based bar owner, arrested for allegedly providing the weapons
  • Aditya Chaudhary, arrested after police recovered the Scorpio from a forest area in Doiwala

Authorities continue their efforts to apprehend the remaining accused: Shantanu Tyagi, Kavish Tyagi, Sameer Chaudhary, and Vaibhav.

Nightclub Sealed and License Proceedings Initiated

In response to the incident, police have sealed the Gen-Z nightclub where the initial dispute originated. Authorities have also initiated proceedings to cancel the establishment's operating license. SP City Pramod Kumar provided additional context: "Police found that the group accused of shooting Brigadier Joshi first argued with another group of customers at the nightclub. When staff stepped in, they too got drawn into the dispute."
