India's Special Intelligence Branch to Pivot from Maoist Operations to Drug Crackdown
In a significant strategic shift, the Special Intelligence Branch (SIB) of India is preparing to redirect its resources from countering Maoist insurgencies to targeting drug networks. This move comes as anti-Maoist operations near completion, with the Ministry of Home Affairs urging enforcement agencies to prioritize narcotics enforcement starting in April.
Collaboration with EAGLE and Central Agencies
The SIB will work closely with the Elite Action Group for Drug Law Enforcement (EAGLE) unit as part of a broader anti-narcotics strategy. Several central agencies, including the Narcotics Control Bureau and the Directorate General of GST Intelligence, have been instructed to verify purchases of chemicals that could be used in drug manufacturing. Authorities plan to leverage SIB's extensive intelligence network and infrastructure to support these operations.
Sources in the Union home ministry stated, "As the March deadline ends, Maoist infestation is ending. We now need to focus on drugs and narcotics." A meeting of senior officials from SIB, EAGLE, and state police is expected soon to discuss this proposed shift in focus.
Utilizing Technology for Enhanced Tracking
A top GST department official highlighted the use of advanced technology in this initiative. "We were asked to verify the companies buying these chemicals. Based on GST invoices, they can be tracked. We will use AI and other data analytics technology to track these firms buying and selling chemicals and substances linked to narcotics, such as fentanyl precursors."
In a recent case, a furniture company was found purchasing drug precursors from a Hyderabad firm, with the transaction flagged by EAGLE to other agencies. This underscores the growing concern over narcotics trafficking, especially with international agreements like the Indo-Canada pact mentioning fentanyl control. US authorities have also requested India to monitor fentanyl precursors closely.
Historical Context and SIB's Legacy
The intelligence setup dates back to 1983 when the state created a special task force to deal exclusively with Left Wing Extremism. The operational wing later became the Greyhounds in 1989, while the intelligence wing was formalized as SIB in 1990. Since its inception, SIB has played a crucial role in counter-insurgency operations across Telangana, Andhra Pradesh, and other states.
SIB currently has a sanctioned strength of 299 personnel and has been instrumental in the arrest of 14,078 Maoists, facilitated 5,865 surrenders, and recorded 1,289 killed in exchanges of fire, accounting for a total of 21,232 Left Wing Extremists neutralized.
Transition Period and Future Role
A source in the intelligence department noted, "We wish SIB to continue another two to three years till the Maoist issues are completely cleaned up. Currently, we are also keeping a tab on surrendered top Maoists, and the district police were also asked to keep vigil on lower rung Maoist cadres. SIB's new role will be defined soon."
This strategic pivot marks a new chapter for SIB, as it adapts to evolving security challenges and contributes to India's fight against drug trafficking, leveraging its proven expertise in intelligence and enforcement.
