UP Human Rights Commission Demands Report on Sambhal Fake Encounter Case
The State Human Rights Commission (SHRC) in Uttar Pradesh has taken a firm stance on the alleged fake encounter case in Sambhal, directing the Additional Director General (ADG) of the Bareilly Zone to submit a comprehensive investigation report. This move comes after the commission expressed dissatisfaction with the lack of compliance to its previous orders.
Commission Issues Stern Directive and Sets Deadlines
In a recent hearing, the SHRC noted that despite its order issued on December 17, 2024, no report had been filed regarding the case. Consequently, the commission has demanded a written explanation for the delay in submission. The commission has set May 19, 2026, as the deadline for the report's submission and scheduled the next hearing for May 20, 2026, according to advocate Gajendra Singh Yadav, who is representing the case.
Background of the Case and Allegations
The case originated from a viral video in November 2024, which showed then-Sambhal Superintendent of Police KK Bishnoi allegedly threatening an injured accused on a stretcher after a police encounter. In the video, Bishnoi was purportedly heard saying, "the next bullet will be fired into his head." The accused was detained for allegedly stealing a temple bell, but the encounter has raised serious concerns.
Advocate Yadav described the encounter as prima facie suspicious and a grave violation of human rights. He filed a petition with the state commission, seeking several measures:
- Compensation for the victim
- An impartial investigation led by a senior officer
- Protection from coercion during the probe
Official Response and Next Steps
ADG Ramit Sharma of the Bareilly Zone was not available for comment on the matter. The commission's directive underscores the urgency and seriousness with which it views the allegations. The upcoming report is expected to provide clarity on the incident and address the human rights concerns raised.
This development highlights ongoing issues in police accountability and human rights enforcement in Uttar Pradesh, with the SHRC playing a critical role in ensuring justice and transparency.
