Eyewitness accounts from the e-rickshaw driver, Ravinder Singh, reveal that he was transporting four passengers from Ambala Cantonment to the city when the accident happened near the Kali Paltan bridge. According to Singh, the police constable was heavily intoxicated and was apprehended by the public before being taken to the hospital for medical examination.

The accused has been named as Amit Kumar, a head constable of the Haryana Police stationed at the Baldev Nagar police station in Ambala City.
