Andhra Pradesh Government Dismisses Official for Violating Election Code
The government of Andhra Pradesh on Monday took decisive action by dismissing Kakarla Venkata Rami Reddy, the former president of the AP Secretariat Employees Association. This stern measure was implemented due to his violation of the Model Code of Conduct by actively campaigning for a political party during the 2024 general elections.
Details of the Violation and Investigation
Rami Reddy, who served as a section officer and assistant secretary (in-charge) in the panchayat raj and rural development department, was found guilty after a thorough departmental inquiry. The investigation confirmed allegations that he participated in election campaigning in favor of the YSR Congress Party (YSRCP) while still in government service.
Specific allegations included that Rami Reddy held meetings with Road Transport Corporation (RTC) employees at various depots across YSR Kadapa district. These meetings reportedly took place in Badvel, Mydukur, Proddatur, and Kapada locations. The initial reports of these activities were formally submitted by the district election officer and collector of YSR Kadapa.
Disciplinary Process and Final Decision
The disciplinary process began in April 2024 when Rami Reddy was placed under suspension for violating service rules. A charge memo was issued at that time, seeking his explanation regarding the alleged misconduct.
The collector and district magistrate of Kadapa conducted a regular inquiry into the matter, submitting a comprehensive report in April 2025. After carefully examining this inquiry report along with representations submitted by Rami Reddy, the government determined that the maximum penalty of dismissal was warranted.
Before finalizing the decision, the government sought the concurrence of the Andhra Pradesh Public Service Commission (APPSC). The commission agreed with the proposed punishment, leading to the issuance of a government order (GO) that dismissed Rami Reddy from service with immediate effect.
This case highlights the government's commitment to maintaining the integrity of the electoral process and enforcing strict adherence to conduct rules among public servants during election periods.
