Sivasagar District Issues Strict Order for Licensed Arms Deposit Ahead of Assam Assembly Elections

In a decisive move to bolster election security, the Sivasagar district administration in Assam has issued a stringent directive requiring all licensed arms holders to immediately surrender their weapons and ammunition at the nearest police station. This preemptive measure comes as the state prepares for the upcoming assembly elections, aiming to maintain public order and ensure a free and fair electoral process.

District Magistrate Mridul Yadav invoked Section 4 of the Arms Act 1959 and Section 48(1) of the Arms Rules 2016 to enforce this order on Tuesday. The directive explicitly states that all arms licensees in Sivasagar district must comply without delay, citing the critical need to prevent any potential misuse of firearms during the sensitive election period.

"In view of the upcoming Assam assembly elections and in the interest of maintaining public peace and ensuring free and fair election, all arms licensees of Sivasagar district are directed to deposit their arms and ammunition in the nearest police station with immediate effect," the official order reads. Failure to adhere to this mandate will result in legal action under the Arms Act, as amended.

Exemptions and Security Protocols

While the order applies broadly to civilian license holders, it includes specific exemptions for personnel from the Armed Forces, police, and emergency services. This ensures that essential security and emergency operations remain unaffected during the election season.

The measure aligns with the Election Commission's standard protocol to minimize risks of violence and intimidation. Historically, similar restrictions have been imposed across various Indian states during elections to enhance security and deter unlawful activities.

Safekeeping and Monitoring Procedures

The district administration has assured license holders that their deposited weapons and ammunition will be safely stored and returned promptly after the election period concludes. "Deposited weapons and ammunition will be returned to their owners as soon as the notified period of election is over," the order confirms.

To ensure strict compliance, the Sivasagar Superintendent of Police (SSP) has been directed to oversee the implementation. All officers-in-charge (OCs) of police stations in the district are required to facilitate the deposit process and submit daily reports on the collection of licensed arms.
