The Assam government on Monday introduced a Bill on the Uniform Civil Code (UCC) in the state assembly, proposing a ban on polygamy and making registration of live-in relationships compulsory. Parliamentary Affairs Minister Atul Bora tabled 'The Uniform Civil Code, Assam, 2026 Bill' on behalf of Chief Minister Himanta Biswa Sarma.
Key Provisions of the Bill
The Bill aims to consolidate and simplify laws governing marriage, divorce, succession, and live-in relationships. It sets the minimum age for marriage at 21 years for men and 18 years for women, and explicitly prohibits polygamy. For the first time, a legal framework for live-in relationships is provided, requiring registration to ensure the rights of partners and any children born from such unions are formally recognized and protected.
Opposition's Concerns
Opposition parties, including Congress, Raijor Dal, and Trinamool Congress, opposed the move and demanded wider consultation with all stakeholders before its introduction. They argued that the Bill could have far-reaching implications and needed thorough debate.
The Bill also includes a provision that it will not apply to any Scheduled Tribes residing in Assam, respecting their customary laws and practices.
