The Assam government on Tuesday tabled the Uniform Civil Code (UCC) Bill in the state assembly, seeking to bring uniformity in laws governing marriage, divorce, and succession for all citizens, irrespective of religion. The bill, introduced by Chief Minister Himanta Biswa Sarma, aims to replace personal laws based on religious scriptures with a common set of rules.
Key Provisions of the Bill
The proposed legislation covers various aspects of personal law, including marriage, divorce, inheritance, and adoption. It mandates the registration of all marriages and divorces, and sets a minimum age for marriage at 21 for men and 18 for women across all communities. The bill also seeks to ensure equal rights for women in matters of inheritance and divorce.
Reactions and Debate
The tabling of the bill sparked a heated debate in the assembly, with opposition parties accusing the government of imposing a majoritarian agenda. The Congress and other opposition members demanded that the bill be referred to a select committee for wider consultation. However, the government defended the move, stating that it promotes gender equality and national integration.
Chief Minister Sarma asserted that the UCC is not against any religion but aims to provide a uniform legal framework that ensures justice for all. He cited the Supreme Court's observations in favor of a UCC and said that several states have already implemented similar laws in parts.
The bill is expected to be passed after further discussions and amendments. If enacted, Assam will become the third state after Uttarakhand and Goa to have a Uniform Civil Code.
