This development follows a frantic adjudication process where judicial officers, working against the election clock, managed to resolve just over half of the staggering 60 lakh pending cases by Tuesday evening, according to an Election Commission official on Wednesday.

Adjudication Process and Supplementary Lists

The contentious post-Special Intensive Revision (SIR) exercise has seen judicial officers dispose of about 29 lakh cases until Monday. However, only 10 lakh names accompanied by digital signatures were received and incorporated into the first supplementary list, which was published close to midnight on Monday. This addition brought the total voter count to 6.5 crore, a notable decrease from the 7.6 crore voters recorded before the SIR initiative commenced.

Initial draft rolls released in December had already excluded 58 lakh voters categorized as "absent, shifted, dead or duplicate." The final rolls published on February 28 further reduced the count by 5.5 lakh voters and placed an additional 60 lakh under adjudication, bringing the total down to 6.4 crore.

The Election Commission has outlined a schedule for further updates, with the second and third supplementary lists slated for release on March 27 and April 3, respectively. An official noted that the High Court will transmit names with electronic signatures after 5 PM on March 27, requiring an additional 4 to 6 hours for publication. In a proactive move, the EC has formally requested permission to add names to the supplementary list on a daily basis, a proposal that will be considered after March 27.

Widespread Disenfranchisement and Rural Impact

The release of the first supplementary list triggered considerable confusion and chaos, with the EC website temporarily displaying all voters on the final list as either "under adjudication" or "deleted" for several hours on Tuesday night. This technical glitch exacerbated existing anxieties, particularly concerning the remaining 28 lakh cases where around 40% of individuals in "logical discrepancy" and "unmapped" categories did not meet the eligibility criteria.

Several rural pockets of West Bengal have reported extensive disenfranchisement, raising serious concerns about voter inclusion. In Sujapur, which recorded the highest number of under-adjudication cases with 1.3 lakh voters out of 2.5 lakh, the supplementary list intensified the purge. Mir Ali Mahalder, a long-term resident, expressed frustration, stating, "We have been residents of Sujapur for more than 100 years. My name was there in the 2002 electoral rolls. Still, I was called for a hearing. I submitted all my documents, yet my name has been deleted."

Similar grievances emerged from Bahadurpur, where villagers alleged that a majority of names under adjudication had been deleted. In Debipur village of Murshidabad's Aurangabad, 34-year-old Khirul Alam reported that only two out of seven family members marked for judicial adjudication were included in the supplementary list. The situation in booth 208 of Pursurah constituency in Khanakul was equally stark, with 194 out of 254 voters under adjudication being deleted.

Anarul Ali, a 35-year-old resident, highlighted the arbitrary nature of the process, saying, "My father, three elder brothers and I were under adjudication. My name has been included but the names of my 70-year-old father and all three siblings have been deleted. I don't see any logic in this."

Technological Integration and Future Implications

To streamline the adjudication process, the Election Commission has developed specialized software designed to link the judicial officers' dashboard with ECINET, the official portal for uploading poll rolls. This technological integration aims to enhance efficiency and accuracy in handling the massive volume of cases.
