Congress Leader Files Formal Complaint Against PM Modi Over Doordarshan Broadcast
In a significant development, former Congress MLA Anil Akkara has lodged a formal complaint with the Election Commission of India, alleging that Prime Minister Narendra Modi violated the election model code of conduct through an official broadcast on Doordarshan. The complaint specifically addresses the Prime Minister's nationwide address on Saturday evening, which Akkara claims was used for election campaigning in states currently undergoing assembly polls.
Allegations of Misusing Government Machinery
Anil Akkara, who serves as an All India Congress Committee member, stated in his complaint that the Prime Minister's address to defend the women's reservation bill contained specific criticism of political parties contesting in five poll-bound states. "As you are aware, assembly elections are currently underway in the states of Kerala, Puducherry, Tamil Nadu, Assam and West Bengal," Akkara wrote in his complaint addressed to the chief election commissioner. "Consequently, the model code of conduct is in effect across the country until May 6."
The complaint emphasizes that despite clear awareness of these regulations, Prime Minister Modi addressed the nation at 8:30 PM via Doordarshan, which operates under central government control. Akkara described this action as "a clear violation of the Representation of the People Act" and characterized it as "a punishable offense."
Specific Violations Cited in Complaint
According to the detailed complaint, the Prime Minister allegedly mentioned political parties contesting in the five states while utilizing government machinery and influencing Doordarshan authorities. "By specifically mentioning the names of political parties contesting in these five states while using government machinery and influencing Doordarshan authorities, the Prime Minister has misused his official position," Akkara asserted.
The former MLA further argued that the speech was "fundamentally against the interests of the nation" and constituted "a grave breach of election protocols." The complaint highlights concerns about the impartiality of election processes when government-controlled media platforms are allegedly used for political campaigning.
Legal Action Demanded
In his submission to the Election Commission, Akkara has called for immediate and thorough investigation into the matter. The complaint specifically requests that legal proceedings be initiated against all individuals involved, including the Prime Minister himself.
The former Congress legislator has invoked multiple legal frameworks in his demand for accountability:
- Representation of the People Act
- Prevention of Corruption Act
- Bharatiya Nyaya Sanhita
"Therefore, I urgently request the Election Commission to conduct a thorough investigation in the matter," Akkara stated. "I pray that legal action be initiated and cases be registered against all those involved, including the Prime Minister, to ensure that the offenders are punished according to law."
Broader Implications for Election Integrity
This complaint raises important questions about the use of government-controlled media during election periods and the boundaries of official communication when model code of conduct regulations are in effect. The timing of the Prime Minister's address, coinciding with assembly elections in five states, has become a focal point of political contention.
The Election Commission now faces the task of evaluating these allegations while maintaining the integrity of ongoing electoral processes across multiple states. The outcome of this complaint could potentially set important precedents regarding the permissible use of official communication channels during election seasons.
