Congress Overcomes Rajya Sabha Election Curse with Karamvir Boudh's Triumph
In a significant political development, Karamvir Boudh's victory in the Rajya Sabha elections has enabled the Congress party to shed its notorious reputation for snatching defeat from the jaws of victory in contested upper house polls. This win marks a departure from the party's recent history, where its last two successful Rajya Sabha elections—involving former Union minister Kumari Selja in 2014 and Deepinder Singh Hooda in 2020—were achieved unopposed, highlighting the rarity of such contested successes.
Historical Setbacks: The 2016 and 2022 Debacles
The Congress party's struggles in Rajya Sabha elections trace back to June 2016, when a major controversy unfolded. Senior advocate R K Anand, backed by both the Congress and the INLD, was widely expected to defeat media mogul Subhash Chandra. However, the election descended into chaos as Anand lost despite favorable numbers, sparking allegations of electoral malpractice. It was claimed that the official violet sketch pen used to mark ballots was surreptitiously replaced in a clandestine swap, potentially invalidating opposition votes. This led to the Election Commission recommending a police probe into the irregularities, with the Chandigarh Police registering an FIR to investigate the matter further.
The second instance occurred in June 2022, during a fiercely contested battle between Congress veteran Ajay Maken and BJP's Krishan Lal Panwar. Independent candidate Kartikeya Sharma, backed by the BJP, also filed his nomination, complicating the race. Although the Congress held 31 MLAs—theoretically sufficient to secure Maken's seat—internal rebellion and technical errors proved fatal. The final tally saw Panwar securing 31 votes, Maken 29, and Kartikeya Sharma 28 votes, with a total of 88 votes polled in the 90-member House.
Technical Nuances and Vote Transfers
The path to victory for Kartikeya Sharma was cleared through the intricate transfer of second preference votes. After the BJP's Panwar secured his seat, his surplus of 1.66 votes was transferred to Sharma. While defection by Kuldeep Bishnoi and cross-voting in favor of the BJP candidate had minimal impact on Maken's prospects, the disqualification of one Congress MLA's vote shifted the quota. This allowed Sharma to overtake Maken with a final fractional score of 29.66 to 29.00, underscoring how technicalities can sway election outcomes in Rajya Sabha polls.
