The window for appeals against the final electoral rolls for the other poll-bound states and union territories—Assam, Tamil Nadu, Kerala, and Puducherry—has already concluded. In West Bengal, the process of adjudicating approximately 60 lakh 'doubtful' cases by judicial officers appointed by the Calcutta High Court will continue, with opportunities for further appeals before tribunals.

Sources indicate that the Election Commission will publish supplementary voter lists containing cases approved by judicial officers, as directed by the Chief Justice of the Calcutta High Court. This meticulous process ensures the integrity and accuracy of the voter database ahead of the crucial elections.

Streamlined Polling Phases and Enhanced Security Measures

Insiders suggest that the upcoming round of assembly polls will feature fewer phases compared to the 2021 schedule. In 2021, West Bengal conducted voting over eight phases, Assam over three phases, and Tamil Nadu, Kerala, and Puducherry in a single phase. To facilitate elections over a shorter duration with limited phases, there will be a substantial increase in the deployment of central armed police forces (CAPFs), particularly in West Bengal.

The total strength of CAPFs deployed for these elections could surpass the 1,500 companies, comprising around 1.4 lakh personnel, that were deployed for the 2024 assembly election in Jammu and Kashmir. Notably, around 500 companies of CAPFs, consisting of approximately 45,000 personnel, are already on advance deployment in West Bengal to bolster security and ensure smooth polling operations.

Expected Polling Schedule and Administrative Preparations

Multi-phase polls are anticipated in West Bengal and Assam, while Tamil Nadu, Kerala, and Puducherry are likely to vote in a single phase. Given that the term of the West Bengal assembly expires on May 7, polling is expected to stretch over April and early May, aligning with constitutional requirements.

In a significant administrative move, the Election Commission issued a notification on Thursday regarding the appointment of returning officers for all 294 constituencies in West Bengal. This action followed the state government's consent, upon the commission's insistence, to provide officers of requisite seniority, ensuring robust election management.

Enhanced Monitoring and Oversight Mechanisms

The Election Commission will maintain a close watch over the deployment and randomisation of CAPF and state police personnel in the poll-bound states.
