ECI Orders Administrative Reshuffle in Kerala for Assembly Polls

ECI Takes Direct Control of Key Postings in Kerala as Model Code of Conduct Takes Effect

With the model code of conduct now officially in force for the upcoming assembly elections in Kerala, the Election Commission of India (ECI) has taken a decisive step to ensure electoral integrity. The Commission has intervened directly to oversee the transfer and posting of several key administrative officials, ordering an immediate and comprehensive administrative reshuffle across the state.

Directive Issued to Chief Secretary for Immediate Implementation

In a formal communication addressed to the Chief Secretary of Kerala, the Election Commission stated that it had conducted a thorough review of poll preparedness in the state. Based on this assessment, the ECI directed the redeployment of officers from the Indian Administrative Service (IAS), Indian Police Service (IPS), and Kerala Administrative Service (KAS) into crucial election-related positions.

Acting promptly on this directive, the Chief Secretary issued official orders to implement these reappointments with immediate effect, ensuring no delay in the electoral preparation process.

Key Appointments and Postings Announced

The Commission's instructions have resulted in several significant appointments across key districts:

  • T Narayanan (DIG rank) has been posted as the District Police Chief of Kozhikode City.
  • Thomson Jose has been appointed as the Deputy Inspector General (DIG) of the Thrissur Range.
  • IAS officer Inbasekhar K has been assigned the dual charge of District Collector and District Election Officer (DEO) for Alappuzha.
  • In Kannur district, Vandana S (KAS) has been posted as Revenue Divisional Officer for Taliparamba and will also serve as Returning Officer for the Irikkur constituency.
  • Sachin Krishna (KAS) has been appointed as District Registrar General for Kannur and will additionally function as Returning Officer for the Dharmadam constituency.

Strict Compliance Timeline and Clear Directives

The Election Commission has emphasized that this administrative reshuffle must be implemented without any delay whatsoever. The ECI has specifically requested a compliance report confirming that all the newly appointed officers have formally taken charge by 11:00 AM on March 18.

Furthermore, the Commission has issued a clear and unambiguous directive regarding officers who have been transferred out as part of this exercise. These officials must not be assigned any election-related responsibilities or duties until the entire electoral process has been completed. This measure is designed to prevent any potential conflicts of interest or administrative overlap during the sensitive election period.

This proactive intervention by the Election Commission underscores its commitment to maintaining a level playing field and ensuring the smooth, impartial conduct of the upcoming Kerala assembly elections. By directly overseeing these key administrative postings, the ECI aims to bolster public confidence in the electoral process and minimize any potential for administrative bias or interference.
