Local authorities empowered to declare school holidays in Himachal during heavy rain

Himachal Pradesh Education Minister Rohit Thakur announced on July 10, 2026, that Deputy Commissioners (DCs) and Sub-Divisional Magistrates (SDMs) have been authorized to declare holidays in educational institutions during heavy rainfall. The decision aims to streamline responses to weather-related disruptions and enhance student safety.

Thakur stated that the power to declare holidays was delegated to district administration two years ago. He has asked the department to reissue guidelines to DCs to ensure timely decisions. “I have asked the department to resend the guidelines to the Deputy Commissioners so that they can take this decision at their level,” he said.

Uniform decision impractical for all districts

The Minister explained that a uniform decision for all districts is not practical due to varying weather conditions. Empowering local authorities allows for quicker, more appropriate responses. He emphasized that DCs should decide well in advance to avoid confusion among students and parents.

Thakur also clarified that teaching and non-teaching staff will now receive holidays along with students when schools are closed due to weather events. Previously, staff were not granted leave during such closures.

Focus on student safety and administrative efficiency

This policy shift is part of the state government's broader strategy to prioritize student safety during natural calamities. By delegating authority to local officials, the Education Department aims to reduce delays and ensure that schools close promptly when conditions become hazardous.

The announcement comes as Himachal Pradesh faces heavy monsoon rains, which often lead to landslides and flooding. The decision has been welcomed by parents and school administrators, who have long sought clearer guidelines for weather-related closures.
