Jammu and Kashmir LG Sinha Takes Stern Action Against Terror-Linked Government Employees
In a decisive move underscoring his administration's firm stance against terrorism, Jammu and Kashmir Lieutenant Governor Manoj Sinha on Wednesday terminated the services of two government employees. This action was executed under the constitutional provision of Article 311(2)(c), as part of a broader, ongoing initiative to root out terrorists who have infiltrated government institutions.
Education Department Employee Exposed as Hizb Ul Mujahideen Operative
According to authoritative sources, one of the dismissed individuals was a Class-IV employee working in the Education Department located in Ramban. Shockingly, this employee was allegedly operating as an active member of the terror outfit Hizb Ul Mujahideen. He exploited his government position as a protective cover to rejuvenate terrorist activities and construct an extensive terrorist network across Ramban and neighboring regions.
Security agencies first identified the accused in 2011 during the exposure of a hawala network responsible for distributing funds to the families of slain terrorists. Subsequent intelligence inputs confirmed that terror financing was being channeled to sustain and reactivate the Hizb-Ul-Mujahideen network within the Jammu Division.
"The individual's involvement with Hizb-Ul-Mujahideen remained concealed until April 2011," sources disclosed. "His name surfaced during the interrogation of a captured Hizb-Ul-Mujahideen terrorist, who was apprehended by Jammu and Kashmir Police for distributing terror money to seven terrorist families."
Following his arrest, the employee was incarcerated but secured bail in October 2011, after which he reportedly resumed his terror-related operations. His activities were meticulously monitored, leading to a formal charge sheet being filed against him in a special court in 2022.
Investigations revealed that the accused was actively engaging with local terrorist networks to advance terrorist activities and bolster the cadres of Hizb-Ul-Mujahideen. He persistently functioned as a facilitator and conduit for terrorists, according to comprehensive agency findings.
"The presence of a terrorist within an educational setting is profoundly alarming," sources emphasized. "Furthermore, as part of the government machinery—an institution dedicated to public service and responsible use of taxpayer funds—his actions represent an unconscionable betrayal in any civilized society. While receiving a salary from the government exchequer, he was clandestinely working for terrorists."
Rural Development Department Employee Found Supporting LeT
The second government employee dismissed by Lieutenant Governor Manoj Sinha was a Class-IV worker in the Rural Development Department. His appointment was made on compassionate grounds following the demise of his father, who served as a plantation watcher in the same department.
Investigations uncovered that this employee was operating as a terror associate of Lashkar-e-Taiba (LeT). He provided crucial logistical and operational support to LeT terrorists active in the Bandipora area.
Sources indicated that he was assigned by a Pakistan-based terror outfit to furnish safe houses for terrorists, facilitate their movement and transportation, disclose sensitive information regarding police and security force deployments, and establish an Over Ground Worker (OGW) network for LeT in the region.
"In April 2025, he and one of his terror associates were captured during a routine check at a joint Naka," sources reported. "An AK-56 rifle, a grenade, and additional ammunition were confiscated from him."
The probe further revealed that he had transitioned from a mere facilitator to an active operational terror associate, with his network allegedly conspiring to launch an attack on security forces.
"Appointed on compassionate grounds after his father's death in government service, he reciprocated that mercy with outright treachery," sources stated. "His descent into terrorism is not just a criminal act—it is a cold-blooded betrayal of the very state that provided shelter and sustained his family."
Ongoing Crackdown on Terror Infiltration in Government
This latest action is part of a sustained crackdown initiated by Lieutenant Governor Manoj Sinha. To date, more than 90 government employees with suspected terror links have been dismissed under his "zero-tolerance to terror" policy. The administration remains vigilant in its efforts to cleanse government machinery of any terrorist elements, ensuring public institutions serve their intended purpose of governance and public welfare without compromise.
