NSA Ajit Doval Calls for Collective Citizen Responsibility in National Security
National Security Adviser (NSA) Ajit Doval has declared that India is witnessing a new awakening where national security extends beyond the domain of uniformed personnel to become the collective responsibility of every citizen. Addressing students at the fifth convocation of Rashtriya Raksha University (RRU) in Gandhinagar on Tuesday, Doval received an honorary doctorate from President Droupadi Murmu and delivered a powerful message on the evolving nature of security.
Redefining National Security as a Shared Duty
Doval emphasized that national security is not solely the burden of the armed forces, police, or intelligence agencies. "National security is the responsibility of the entire country, and not just of the armed forces, police or intelligence. This is our collective strength. Together, our collective strength builds national morale," he stated. This perspective marks a significant shift, positioning security as a holistic endeavor that requires active participation from all sectors of society.
The Multifaceted Components of National Power
In his address, Doval outlined the complex and multifaceted nature of national security, which includes:
- Military might and technological prowess
- Natural resources and diplomatic strength
- Human capital and societal willpower
He highlighted that assessments of comprehensive national power often falter in evaluating a nation's willpower and the inherent strength of its people. "Where errors most frequently occur when assessing comprehensive national power is in evaluation of a nation's willpower and inherent strength of its people," Doval explained, underscoring the critical role of public spirit in security outcomes.
Historical Lessons on Willpower and Commitment
Citing global historical examples, Doval illustrated how national willpower can outweigh technological or military advantages. "If Russia (erstwhile USSR) withdrew from Afghanistan (in 1988-89), or if the US was compelled to withdraw from Vietnam (in 1970s) or if the US failed to achieve its objectives in Afghanistan — it was not for lack of technology or military strength. Rather, the decisive factor was the spirit and commitment of the local people; what we refer to as the nation's willpower," he said. These cases demonstrate that resilience and determination are pivotal in security conflicts.
The Absolute Nature of Security Outcomes
Doval stressed that security is a domain with absolute outcomes, where there is no room for second place. "There is no concept of a silver medal in security; there is either victory or defeat. If you win, the nation is safe; if you lose, existence itself is at risk," he warned. This binary reality underscores the urgency of maintaining vigilance and preparedness at all levels.
Call to Action for Graduates and Citizens
Urging the graduating students to remain fully committed to national service, Doval called for discipline, preparedness, and dedication. His message extends beyond the university to all citizens, encouraging a proactive role in safeguarding the nation. This awakening in India, as Doval described, aims to foster a culture where security is ingrained in everyday consciousness, leveraging collective strength to enhance national morale and resilience.
