President Murmu Declines TMC MPs' Meeting Request Citing Time Constraints

In a significant political development, Rashtrapati Bhavan has turned down a request from Trinamool Congress (TMC) Members of Parliament to meet President Droupadi Murmu. The presidential office cited 'paucity of time' as the reason for declining the appointment, according to sources familiar with the matter.

Background of the Controversial Request

This decision comes in the wake of a political controversy that erupted over alleged protocol lapses during President Murmu's visit to West Bengal on March 7. The President had expressed her displeasure regarding the change of venue for the Santal conference she attended in the state, as well as the absence of West Bengal Chief Minister Mamata Banerjee and her ministers during the official visit.

Following these events, TMC MPs sought an appointment with the President to brief her about the welfare initiatives undertaken by the West Bengal government. A senior TMC leader formally wrote to President Murmu on March 9, requesting a meeting for a delegation of 12-15 members comprising Lok Sabha and Rajya Sabha MPs along with state ministers.

Details of the Rejected Proposal

The TMC's letter specifically requested that the President grant an appointment during the same week to allow the delegation to share information about the state government's initiatives for inclusive development. The proposed discussion was to focus on special measures implemented for the upliftment and improvement of quality of life for Scheduled Castes (SC), Scheduled Tribes (ST), and Other Backward Classes (OBC) communities in West Bengal.

However, Rashtrapati Bhavan responded with a communication informing the TMC that their request had been considered but could not be accommodated due to time constraints. Despite this initial rejection, sources indicate that the TMC has submitted another request to the President's office, this time seeking an appointment for the following week.

Parliamentary Proceedings and Protocol Concerns

In a related development, TMC chief whip MP Nadimul Haque has written to Rajya Sabha Chairman C P Radhakrishnan seeking the expunction of what he describes as 'factually incorrect details' raised during Wednesday's zero hour. The concerns were voiced by BJP MP Baburam Nishad regarding alleged protocol violations during the President's visit to West Bengal.

Haque referenced specific parliamentary rules to support his request:

  • Rule 238 (v): Prohibits members from reflecting upon the conduct of persons in high authority unless the discussion is based on a substantive motion drawn in proper terms.
  • Rule 238 (vi): Forbids members from using the President's name to influence debate.

The TMC MP further emphasized that 'making a misleading statement deliberately may be treated as a breach of privilege and contempt of the House.' This parliamentary maneuver highlights the ongoing tension between political parties regarding the protocol issues surrounding the President's West Bengal visit.

The situation continues to evolve as both the rejected meeting request and the parliamentary protocol dispute underscore the heightened political sensitivities surrounding presidential engagements and state government interactions in India's current political landscape.
