Puducherry Assembly Elections: Significant Portion of Candidates Face Criminal Charges
In a concerning revelation ahead of the upcoming Puducherry assembly elections, approximately 23% of candidates contesting the polls have declared criminal cases against them. According to a detailed analysis by the Association for Democratic Reforms (ADR), out of 294 candidates in the fray, 66 contenders face criminal charges, with 38 of them (13%) confronting serious allegations.
Analysis Based on Mandatory Election Commission Affidavits
The comprehensive report is grounded in the affidavits submitted by 291 candidates to the Election Commission of India (ECI), a compulsory disclosure requirement for all election participants. This transparency mechanism allows voters to make informed decisions about their representatives.
This election cycle shows an increase compared to the 2021 Puducherry assembly elections, where 323 candidates contested and 54 (17%) had declared criminal cases. The current figures indicate a worrying trend in candidate profiles.
Party-Wise Distribution of Candidates with Criminal Backgrounds
The newly formed Tamilaga Vettri Kazhagam (TVK), led by prominent actor-politician Vijay, presents the most concerning statistics. Among their 28 candidates, 10 face criminal charges—the highest number among all political parties. This includes five candidates with serious charges and five with other criminal cases.
Other major political parties also show significant numbers:
- 3 out of 21 Congress nominees have declared criminal cases
- 4 of 16 candidates from the ruling All India NR Congress (AINRC) face charges
- 6 of 12 DMK candidates have criminal backgrounds
- 5 of 10 BJP candidates have declared criminal cases
Seat-Sharing Dynamics and Independent Candidates
The Congress party initially announced all 30 candidates after failing to reach an agreement with its ally, the DMK. The two parties eventually finalized their seat-sharing arrangement on the last day of nomination filing, with Congress set to contest 16 seats and the DMK 14.
Among the 117 independent candidates in the election, 19 face criminal cases, including 11 with serious charges. The overall candidate breakdown includes 34 from national parties, 63 from state parties, 80 from registered unrecognised parties, and the independents.
Red Alert Constituencies Identified
The ADR report has identified 11 "red alert" assembly constituencies in Puducherry—seats where at least three candidates face criminal cases. Of these concerning constituencies, seven are located in the Puducherry district, while three are in the Karaikal district.
Election Details and Voting Process
Over 9.4 lakh registered voters will determine the fate of these candidates when polling takes place on April 9. The counting of votes in the Union territory will occur on May 4, coinciding with vote counting in Assam, Kerala, Tamil Nadu, and West Bengal.
The Puducherry legislative assembly comprises 33 seats, with elections conducted for 30 positions. The remaining three members are nominated by the central government, maintaining the unique administrative structure of the Union territory.
