Punjab Congress Files Formal Complaint with NCW Over CM Bhagwant Mann's Controversial Women's Day Speech

The Punjab Pradesh Congress Committee (PPCC) has escalated a political controversy by submitting a formal complaint to the National Commission for Women (NCW) on Wednesday. The complaint targets Punjab Chief Minister Bhagwant Mann, accusing him of making derogatory and sexist comments about women during an official government function held on International Women's Day.

Allegations of Inappropriate Remarks at Official Event

According to the PPCC, the incident occurred at a function in Sunam, located in the Sangrur district, on March 8. The event was organized to commemorate International Women's Day, with Chief Minister Bhagwant Mann serving as the chief guest. The PPCC alleges that Mann violated the sanctity of the occasion by delivering a speech that included objectionable remarks directed at women.

In its detailed complaint, the PPCC stated that Mann narrated an anecdote from his college days involving a fellow woman student. The party claims that during his address, which was attended by women, government officials, and members of the public, Mann used the colloquial Punjabi term "patola" to describe the student, a word often used to refer to an attractive woman.

Specific Claims and Widespread Circulation

The complaint further elaborates on additional remarks attributed to the Chief Minister. It alleges that Mann told his friends, "aaj tuhadi bhabhi aa gayi," which translates to "today your sister-in-law has arrived." Additionally, the PPCC claims that Mann described the student wearing a yellow suit as "Bharinda" or "Bhrind," a Punjabi term for a yellow-plumed bird, and when she wore a green suit, he remarked, "aaj tuhadi bhabhi Pakistan da jhanda ban ke aa gayi," meaning "today your sister-in-law has arrived dressed like the flag of Pakistan."

The PPCC emphasized that these comments were made from an official stage during a government-sanctioned event. The party noted that video recordings of the speech have been widely circulated across various media platforms, including television channels, social media, and print media, amplifying the reach and impact of the alleged remarks.

Legal and Constitutional Violations Cited

In its complaint, the PPCC argued that Mann's remarks constitute a clear objectification of women, which is inconsistent with the constitutional values of equality, non-discrimination, and dignity guaranteed to all citizens. The party referenced specific legal provisions to bolster its case.

Citing the Bharatiya Nyaya Sanhita, 2023, the PPCC alleged that the comments prima facie attract provisions related to insulting the modesty of a woman, sexual harassment through sexually coloured remarks, and defamation. The complaint also highlighted the powers vested in the National Commission for Women under the National Commission for Women Act, 1990, which empowers the commission to examine complaints concerning the deprivation of women's rights and the non-implementation of protective laws.

Demands for Action and Accountability

The PPCC has urged the NCW to take immediate cognisance of the matter. The party's demands include:

  • Summoning Chief Minister Bhagwant Mann to explain his conduct.
  • Directing the Punjab Police to register a First Information Report (FIR) under applicable legal provisions.
  • Seeking an unconditional public apology from Mann addressed to women.
  • Recommending appropriate action against the Chief Minister under constitutional frameworks.

The PPCC stressed that the issue concerns the dignity, honour, and safety of women, warranting prompt intervention from the National Commission for Women to uphold ethical standards in public discourse.
