A political row has erupted in Kerala after Rathan Kelkar assumed charge as the Chief Minister's secretary, with the CPI(M) accusing the Congress of maintaining 'double standards' over the appointment. The Chief Minister's Office (CMO) released photographs of Kelkar taking charge on Saturday, a day after the state government transferred and posted the former Chief Electoral Officer (CEO) to the key position.
Background of the Controversy
Kelkar, a 2000-batch IAS officer, was serving as the CEO of Kerala when the government issued orders transferring him to the CMO. The move drew sharp criticism from the Congress party, which alleged that the transfer was politically motivated and aimed at compromising the independence of the electoral office. However, the CPI(M) hit back, accusing the Congress of hypocrisy and double standards.
CPI(M) Response
Senior CPI(M) leader and state secretary M V Govindan stated that the Congress had no moral right to question the transfer, pointing out that similar appointments had been made in Congress-ruled states. 'The Congress is indulging in cheap politicking. When they are in power, they do the same thing. This is nothing but double standards,' Govindan said. He added that Kelkar is a competent officer and his appointment as CM's secretary is a routine administrative matter.
Congress Allegations
Opposition leader V D Satheesan had earlier raised concerns about the timing of the transfer, coming just months before the local body elections. He alleged that the government was 'stacking the deck' by placing a trusted officer in the CMO to influence electoral processes. 'This is an attack on the democratic process. The Chief Minister wants to control the election machinery,' Satheesan said.
Kelkar's Assumption of Charge
Despite the controversy, Kelkar reported to the CMO on Saturday and was welcomed by Chief Minister Pinarayi Vijayan. The CMO shared images of the meeting on social media, showing Kelkar signing documents and interacting with staff. Officials said Kelkar has been assigned key responsibilities, including coordination of administrative reforms and special projects.
Political Implications
Analysts view the appointment as a strategic move by the Vijayan government to strengthen its administrative team ahead of the 2026 assembly elections. Kelkar, known for his efficiency, previously served as secretary in various departments and is considered a close associate of the Chief Minister. The row is expected to intensify as both parties gear up for the upcoming polls.
The CPI(M) has called for an end to what it terms 'unnecessary politicization' of bureaucratic postings, while the Congress has vowed to raise the issue in the assembly. With both sides digging in, the controversy shows no signs of abating.
