The winter session of the Delhi legislative assembly is scheduled to commence during the third week of December, according to senior government officials. This session promises significant political drama alongside a historic transition to complete digital functioning.

Political Storm Brewing in Assembly

Government sources indicate that several long-pending Comptroller and Auditor General (CAG) reports are prepared for tabling, which likely will ignite fierce exchanges between the ruling Aam Aadmi Party and the opposition BJP.

The controversy surrounding former chief minister Arvind Kejriwal's continued absence from the assembly regarding the 'Phasi Ghar' matter is also expected to trigger heated debates. BJP functionaries have confirmed they will raise this issue, while the opposition plans to confront the government over Delhi's deteriorating air and water pollution crisis.

Historic Digital Transformation

This session marks a revolutionary administrative shift as the assembly fully transitions to digital operations. Speaker Vijender Gupta has directed that all legislative activities, including questions, notices, replies, and bill submissions, will now be processed entirely through the National e-Vidhan Application.

To ensure smooth implementation, Gupta convened a high-level meeting with senior officers from the ministry of parliamentary affairs and Delhi government. He has mandated that officials from 40 departments undergo intensive digital training on December 2 and 3.

  • Transport and Law & Justice
  • Social Welfare and Food & Civil Supplies
  • Environment & Forest and Home
  • Urban Development and Education
  • PWD and several others

Benefits of Paperless Governance

Officials emphasize that moving to paperless functioning will enhance transparency, streamline communication between departments, and eliminate unnecessary delays in legislative processing. The Delhi Assembly has become the 18th legislative body in India to achieve complete digitalization.

Speaker Gupta stressed that strengthening digital coordination between departments and the assembly is crucial for accountability and efficient governance. He directed officials to ensure all arrangements are completed timely for seamless rollout of the e-Vidhan project during the upcoming session.

The shift toward digital operations is expected to reduce environmental impact, modernize workflows, and establish new benchmarks for legislative e-governance. The project foundation was laid by Union parliamentary affairs minister Kiren Rijiju, marking a significant step in modernizing India's democratic processes.
