The establishment of the barber shop was a joint effort by multiple organizations, including the Social Welfare Department, Taluk Administration, Taluk Panchayat, Dalit Organisations Union, and Shivsharan Hadapada Appanna Samaj. The shop was opened as part of the 'Eradication of Untouchability Awareness and Harmonious Village Life' programme, a government-led initiative designed to combat caste-based discrimination and promote inclusive community development.

Officials and residents revealed that Dalits in Shingatalur village had been facing considerable hardships due to the lack of local barber services. For years, they were forced to travel to neighbouring villages for haircuts and shaving, incurring additional costs and inconvenience.
The issue reportedly stemmed from customs related to the Veerabhadreshwara Deva palanquin procession, which led to the discontinuation of shaving services for members of the Hadapada community. This exclusion created a barrier to essential grooming services, undermining the dignity and equality of Dalit residents.

The Social Welfare Department provided the barber shop and authorized Basavaraj Hadapada, a resident of neighbouring Tippapur village, to offer barber services.
