In a significant administrative reform, the Bihar government has decided to dissolve the Bihar Vigilance Investigation cadre, integrating its officers into the mainstream Bihar Police under the home department. This move aims to bring uniformity to the state's police structure and enhance coordination between vigilance and regular policing functions.
Details of the Restructuring
According to an official order, deputy superintendents of police (DSPs), police inspectors, and sub-inspectors from the vigilance cadre will be adjusted into equivalent positions in the Bihar Police. The decision aligns with the provisions of the Bihar Police Act, 2007.
DSPs from the vigilance investigation cadre will be absorbed into the Bihar Police service effective from their original appointment date. Police inspectors and sub-inspectors, particularly those from the 2014 and 2023 batches, will be inducted into equivalent ranks in the Bihar Police.
Service Continuity and Seniority
The restructuring ensures no service break for the affected officers. Their past appointments, length of service, and experience remain unaffected. However, for seniority determination, they will be placed immediately after the last officer of their respective batch in the Bihar Police. This means they will rank below officers already included in recommendation lists of the Bihar Public Service Commission (BPSC) or the Bihar Police Subordinate Services Commission.
Government's Rationale
The state government believes that merging the separate cadre will simplify administrative processes and promote better coordination between vigilance and regular policing functions. The decision was finalized during a cabinet meeting held on May 5.
