The Greater Chennai Corporation (GCC) has announced plans to construct six new night shelters across the city at a total cost of Rs 9 crore. These facilities are designed with modern amenities to offer secure overnight accommodation for people living on the streets, particularly during extreme weather conditions such as monsoon and peak summer.
Shelter Features and Design
Each shelter will be a ground-plus-first-floor structure. The civic body stated that the initiative aims to strengthen Chennai's social safety net and improve living conditions for the homeless population. The shelters will be located in key areas of the city and will include separate sleeping areas for men and women, toilets, bathrooms, drinking water, lockers, and security arrangements. Additionally, basic healthcare access and counselling support are expected to be integrated into the shelters.
Rising Demand for Shelter
A senior GCC official noted that while several night shelters currently operate under the civic body's urban homeless rehabilitation programme, demand has been steadily increasing, especially during monsoon and summer months. The official added, "Chennai has been recognised nationally for its homeless outreach programmes, with several shelters already functioning in collaboration with NGOs. We have been conducting regular rescue and outreach operations, encouraging homeless individuals to move into shelters."
Decongesting Existing Facilities
The new shelters will help decongest existing facilities and extend coverage to underserved zones. The project is expected to begin shortly after the tendering process is completed. Social activists have welcomed the move, emphasising that access to safe shelter is a necessity in a city grappling with rapid urbanisation and widening economic disparities. Ramasubramanian, a social activist, stated, "For hundreds living without a roof over their heads, these shelters could offer not just a place to sleep, but a pathway towards dignity and stability."
